Lieutenant General Nguyen Van Bong, Secretary of the Party Committee, Political Commissar of the Navy attended, directed and encouraged the Congress. Attending the Congress were representatives of the Heads of the Navy agencies, leaders of localities, armed forces units in the stationed areas, representatives of typical advanced collectives and individuals in the emulation movement to win the period 2019-2024 and more than 200 officers and soldiers of Naval Region 3.

Over the past 5 years, the “Determined to Win” emulation movement has encouraged and motivated officers and soldiers of Naval Region 3 to actively study, practice, improve their qualifications, combat readiness, and participate in natural disaster prevention, search and rescue. In the face of complicated developments at sea, Naval Region 3 has closely coordinated with other forces to grasp the situation, resolutely, persistently, flexibly handle the situation, and properly respond to the situation, fight to firmly protect sovereignty, and maintain a peaceful and stable environment at sea to build and develop the country.

In the midst of hardship and difficulty, many typical examples have emerged representing the will and determination to overcome difficulties, especially in search and rescue work. Over the past 5 years, with the spirit of "caring for fishermen like their own relatives", "helping the people is the command of the heart", the ships of Naval Region 3 have supported, helped, and rescued 19 fishing boats and 78 fishermen in distress to safety. Thereby, contributing to spreading the image and noble qualities of "Uncle Ho's soldiers - Navy soldiers" in the hearts of the people, truly being a solid support and fulcrum for fishermen to go offshore, stick to the sea, and exploit aquatic products...

Many units have good and effective ways of doing things in the emulation movements "Joining hands to build new countryside", "Joining hands for the poor - leaving no one behind", "Repaying gratitude"... The units sponsored 13 children of fishermen in difficult circumstances, built 18 comrade houses, great solidarity houses, 5 gratitude houses...

Through the emulation movement, many typical and advanced examples have emerged, including 62 collectives and individuals who were honored and commended at the Congress. These are excellent examples, the most brilliant flowers in the "Victory Flower Garden" of Naval Region 3, beautifying and brightening the noble image of "Uncle Ho's soldiers - Navy soldiers"; contributing to building clean and strong party organizations, comprehensively strong units "exemplary models".

With the achievements, in the period of 2019 - 2024, Naval Region 3 was honored to receive the Emulation Flag for the leading unit in the Emulation movement for Victory three times from the Ministry of National Defense and the Navy, along with many other noble awards. 202 collectives and individuals were commended at the State and Ministry of National Defense levels. 292 collectives and individuals were commended by leaders at all levels in the Navy. 2,052 individuals were commended for their contributions and commended by year.

Speaking at the Congress, Lieutenant General Nguyen Van Bong, Secretary of the Party Committee and Political Commissar of the Navy, acknowledged and commended the achievements of officers and soldiers of Naval Region 3 in the Emulation and Determination to Win movement in recent years. At the same time, he requested officers and soldiers of Naval Region 3 to focus on overcoming limitations and shortcomings, continue to innovate emulation and reward work, and promote the Emulation and Determination to Win movement in the coming time.

Lieutenant General Nguyen Van Bong emphasized: “Regularly thoroughly grasp and well implement the Party's directives and resolutions and Ho Chi Minh's thought on patriotic emulation. From there, make all cadres and soldiers correctly aware of the position, role, and importance of emulation and reward work and the Emulation to Win movement. Make emulation permeate deeply into the life, study, work, and performance of the army's tasks, becoming a voluntary need and regular work of each cadre and soldier. Emulation must contribute to building and consolidating a steadfast political stance, absolute loyalty to the Party, the Fatherland, and the people, ready to receive and complete well the tasks in any situation…”.

On this occasion, the Chief of the Navy Command and the Navy Region 3 Command commended 18 collectives and individuals with outstanding achievements in implementing the Emulation Movement for Victory in the period 2019 - 2024. Immediately after the Congress, the Navy held a Conference to review the experience of the Emulation Congress for Victory at the grassroots level in the period 2019 - 2024 under the chairmanship of the Political Commissar of the Navy as a basis for directing the Emulation Congress for Victory at the grassroots level in the coming time to ensure unity and achieve practical results.
