Tonly Vietnam Electronic Engineering Co., Ltd. is a company specializing in manufacturing components for smart speakers and headphones in Dong Mai Industrial Park, Quang Yen Town. Currently, the company is maintaining a factory with 4,000 workers, with a capacity of 16 million products/year. Through monitoring and information gathering, Hon Gai Port Customs learned that the company was facing difficulties and problems related to documents and procedures for establishing an export processing enterprise. Therefore, in mid-March, the unit proactively worked with the company to guide the company on regulations and pointed out shortcomings and limitations in order to find solutions to overcome and limit errors.

Mr. Phung Ky Luan, Chairman of the Board of Directors and General Director of the Company said: We are currently operating in the field of manufacturing products for export abroad. Import and export goods are raw materials for production, complex types of goods, related to specialized techniques, many items apply new technology. Therefore, the Company plans to convert to the type of export processing enterprise to enjoy a number of preferential policies such as: Investment, tax policy, land use fees... With the timely support of Hon Gai Port Customs, we have been able to remove many obstacles, creating conditions for businesses to expand production.

In the context of the US Government's changes in tax policy, Hon Gai Port Customs also quickly reviewed and grasped the number and operating situation of enterprises engaged in import and export of goods to the US market. According to statistics, there are currently 143 enterprises of various types with import and export turnover in 2024 reaching more than 2 billion USD and in the first quarter of 2025 reaching nearly 400 million USD. Right in the first days of April, Hon Gai Port Customs sent a working delegation to contact, meet, exchange, and learn about the difficulties and problems of FDI enterprises in industrial parks affected by the US Government's announcement to apply a 46% reciprocal tax on Vietnamese export goods. At the meeting, the working delegation exchanged and grasped information about operating conditions; production and business plans of enterprises and some solutions for enterprises to minimize the impact of this change.

Along with Hon Gai Port Customs, Mong Cai Border Gate Customs is the unit with the second largest number of FDI enterprises in the province. Currently, in the management area of ​​Mong Cai International Border Gate Customs, there are 21 FDI enterprises, concentrated in Hai Yen and Hai Ha Industrial Parks.

In the first quarter of 2025, the unit established a working group to meet and discuss directly with 7 FDI enterprises with large budget contributions in 2024. At the same time, a Support Group on mechanisms, policies, customs procedures and accompanying enterprises was established. This group plays a role as a focal point to regularly connect and grasp the production, business, import and export activities of enterprises. At the same time, receive and resolve difficulties, problems and recommendations of enterprises, especially FDI enterprises in particular, especially those arising in the period after changing the organizational structure and converting the Customs software system (from March 15, 2025) and changes in the US's reciprocal tax policy. Thereby, promptly supporting and answering enterprises or reporting to competent authorities on arising issues beyond their authority to resolve; Inform businesses that the Ministry of Finance and the Customs sector are actively coordinating with relevant agencies and making recommendations to competent authorities to find solutions to remove difficulties and create trade balance.

Thanks to that, the budget revenue of Mong Cai International Border Gate Customs has processed over 19,300 declarations with a total import-export turnover of over 1 billion USD (an increase of 41% in declarations and 51% in turnover compared to the same period in 2024), the budget revenue reached 451 billion VND (an increase of 70% compared to the same period in 2024). In particular, the import-export turnover of FDI enterprises alone reached over 300 million USD. According to statistics of the entire Customs Sub-Department of Region VIII in the first quarter of 2025, the Sub-Department has   Carrying out customs procedures for over 33,000 declarations, the total turnover of all types is nearly 4 billion USD (an increase of 22% in declarations and 5% in turnover compared to the same period in 2024).

The practical contributions of the Customs Branch of Region VIII and its affiliated customs units continue to affirm their important role in facilitating FDI enterprises, contributing to improving the efficiency of import-export activities and promoting economic growth in the province as well as creating more trust and sustainable connections between state agencies and the business community.
