On May 30, the People's Committee of Minh Hoa district (Quang Binh) announced that an interdisciplinary inspection team will begin inspecting the purchase of lockers by socializing with the parents' association at Quy Dat Kindergarten No. 1 on the morning of May 31.

The delegation's working content included why the cabinet was initially quoted at 6 million VND, but after the parents' association protested, the principal quoted the price at 4 million VND.

Also according to the investigation, after the principal reduced the quoted price for each cabinet from 6 million VND to 4 million VND, a meeting was held on October 20, 2023 between the school's board of directors, the school's parent association executive board and 11 homeroom teachers.

The parties have agreed on issues related to the purchase of lockers for the classes.

Accordingly, three related companies in this field sent quotations with the same material and size. But only Huan Ha Trading and Advertising Company Limited (headquartered in Minh Hoa) quoted 4 million VND per cabinet. The remaining two units quoted 4.5 million VND per cabinet.

After that, the parties agreed to choose Huan Ha Trading and Advertising Company Limited as the cabinet supplier.

The supplied cabinet model is made of moisture-proof green core MDF industrial wood. Each cabinet is 1.26 meters high and 1.7 meters wide.

The initial plan was to have 2 lockers for each class, a total of 22. However, after three classes had a small number of students, the parents' association agreed to only build one locker for each class. The total number of lockers to be built was 19.

It is known that before the meeting, this company brought a sample cabinet to the school for acceptance.

During the meeting, the principal invited the entire executive board of the parents' association and homeroom teachers to inspect the company's cabinet samples.

To suit the area of ​​each class, the parties agreed to build cabinets of different sizes with different number of compartments at a total cost of 79 million VND. Of which, the money from socialized education is 51 million VND, and the remaining 28 million is taken from the parents' association fund.

However, according to Tuoi Tre Online 's verification, the cabinet model that this school purchased showed signs of damage after only a few months of use.

Photos provided by some parents show that after about 3 months of use, some drawers have become dilapidated. Some drawers have loose edges, making it difficult to open and close the drawers.

As reported by Tuoi Tre Online , in late May, social networks in Quang Binh were abuzz with clips from the year-end ceremony of Quy Dat Town Kindergarten No. 1 (Minh Hoa, Quang Binh).

These clips record the scene where the principal grabbed the microphone, pointed it at the parents' association president, and prevented him from speaking about the irregularities in the school's socialized purchase of lockers for classes.

According to the content of the clip, the president of the school's parents' association was invited to the stage to speak.

During the speech, this person asked for permission from all parents to explain the matter related to the school asking for socialization from the parents' association fund to buy 22 cabinets to store students' belongings in the classrooms. Each class has two cabinets made of plywood.

There are 22 cabinets in total, each cabinet costs 6 million VND. The funding for the cabinets is mobilized from the parents' association fund.

Many parents disagree with this. The reason is that parents think that with the dimensions given by the principal, it cannot cost 6 million. Many parents also advise using other materials because plywood cabinets will be easily damaged.

Then the principal announced the price again at 4 million VND per cabinet.

However, while the president of the parents' association was presenting, Ms. Dinh Thi Bui Chung, the principal, walked up to the stage and pointed at the president of the parents' association to ask him not to talk about the socialization of buying cabinets during the closing ceremony.

Also in the clip, a vice principal stood up and said that the president of the parents' association was invited to speak. Before speaking, he had asked for permission so he had the right to speak. But Ms. Chung snatched the microphone from the vice principal's hand.

This incident took place right in front of dozens of parents and students.
