Specifically, Document No. 141/VPYTW-HCQT dated June 16, 2024 signed by Mr. Nguyen Van Duc, Deputy Director of the Central Institute of Forensic Psychiatry in Bien Hoa, sent to the Ministry of Health reported the latest developments regarding the C02 search and summons of a number of officials of the unit.

Accordingly, on the morning of June 16, the C02 force searched the residence of Mr. Le Van Hung, Director of the Central Institute of Forensic Psychiatry in Bien Hoa, and summoned Mr. Nguyen Thanh Cong, Deputy Director in charge of C02 expertise in Ho Chi Minh City, to coordinate the investigation.

Thus, up to now, 11 officials of the institute and 2 retired officials have been searched and summoned for questioning, including: Nguyen Van Trong, doctor, Head of the Department of Compulsory Treatment for Men 1; Ly Thi Hoai Nam, doctor, Head of the Department of Treatment on Demand; Lam Thi Anh Hong, Head Nurse of the Department of Assessment; Nguyen Van Thanh, doctor, Deputy Head of the Department in charge of the Department of Compulsory Treatment for Women; Dang Quoc Tuyen, Head of the Department of General Planning; Nguyen Thi Huyen, doctor, Head of the Department of Compulsory Treatment for Men 4; Truong Thi Xuan Uyen, doctor, Deputy Head of the Department of Compulsory Treatment for Men 2; Pham Van Thang, doctor, Deputy Head of the Department of Compulsory Treatment for Men 4; Ha Ngoc Khanh, doctor of the Department of Compulsory Treatment for Men 1. Two retired officials of the institute are Bui The Hung, doctor, former Director of the institute; Nguyen Thanh Quang, former Head of the Department of General Planning and Head of the Department of Assessment.

"The situation is very urgent now, there are no more staff working, the Institute urgently reports and asks for direction from the Ministry of Health to have a plan to stabilize the working staff," the document stated.

According to initial information, C02 arrested and summoned the above subjects to investigate and clarify the preparation of records related to the results of the examination and treatment of patients at the Central Institute of Forensic Psychiatry in Bien Hoa.

The Central Institute of Forensic Psychiatry in Bien Hoa was established under the Prime Minister's Decision on the basis of the southern branch of the Central Institute of Forensic Psychiatry.

The Bien Hoa Central Institute of Forensic Psychiatry, under the Ministry of Health, was announced to be established on January 4, 2016 according to the Prime Minister's Decision on the basis of the southern branch of the Central Institute of Forensic Psychiatry.

This unit conducts forensic psychiatric examinations in accordance with the provisions of law; manages and treats subjects with mental disorders according to the decision to apply compulsory medical treatment measures of the prosecution agencies; examines and treats mentally ill patients in need; participates in postgraduate training in forensic psychiatric medicine; and fosters professional skills for doctors and forensic psychiatric examiners.

The Institute has a scale of 250 beds with seven specialized departments, performing forensic psychiatric examinations for 10 provinces including: Ninh Thuan, Binh Thuan, Binh Phuoc, Binh Duong, Tay Ninh, Dong Nai, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, and is also responsible for directly providing professional guidance for three forensic psychiatric centers in Ho Chi Minh City, the Central Highlands and the Southwest.
