On the journey to the Ma Noi revolutionary base, the Da Lat City Party Committee delegation took practical actions to support local people.

In the story of the Secretary of the Party Committee of Ma Noi Commune, Mai Nong Nhip: Ma Noi is a mountainous commune located in the South of Ninh Son District, mainly hills and forests. Because of this strategic location, Ma Noi was known as the Anh Dung war zone, with the Provincial Party Committee office located since 1961. Although it was the place where the enemy concentrated their attacks, suffered much pain and loss, this was also the place where many glorious feats were achieved in the two long-term resistance wars against French colonialism and American imperialism.

Since 1946, Regiment 81 established a base named CK7. By early 1953, it was built into Anh Dung base district. With its strategic terrain and location, Ma Noi area is an extremely important revolutionary base of Ninh Thuan province, a corridor of Inter-zone V connecting with Zone VI and neighboring provinces. At the same time, it is the place where the "Ho Chi Minh trail" communication line passes through, connecting from the North to the South, a solid foothold of the resistance headquarters of Ninh Thuan province.

Promoting the heroic revolutionary tradition, over the years, local people have united to follow the Party and Uncle Ho, contributing human and material resources to the revolution to drive out foreign invaders. With its contributions to the revolution, in 2002, Ma Noi commune was awarded the title of Hero of the People's Armed Forces by the State and according to Decision No. 281/QD-TTg dated February 19, 2020 of the Prime Minister, Ma Noi was recognized as a Safe Zone Commune during the resistance war against France and the US.

Walking around the commune, we felt the changing life of the Raglai ethnic people here. Mr. Che Quang Dung - Chairman of the People's Committee of Ma Noi commune said: "After many years of efforts to rise up, thanks to the support from the investment policies of the Party and the State, now Ma Noi is more spacious, the life of the local ethnic people has improved significantly".

Currently, the total population of the commune is 5,183 people/1,323 households with 6 villages. Although the locality has more than 98% of Raglai ethnic people, life still faces many difficulties, but with the attention of the Party and State, the efforts of the Party Committee and local authorities, people have made strong changes in their thinking and economic practices, gradually bringing practical results.

Today, Ma Noi has changed its appearance, the houses are spacious, the people's lives are improving day by day... In 2024, the agricultural production value will reach 70.3 billion VND, accounting for 78.8% of the total production value; 100% of the electricity grid is guaranteed; the roads are concreted and hardened. Currently, the commune is constructing phase II of the road from Tan Son (Ninh Thuan) to Ta Nang (Duc Trong district, Lam Dong); the commune has invested in building 3 clean water factories.

In implementing the National Target Program on New Rural Construction, from 2021 to present, Ninh Son District People's Committee has allocated 44,745 billion VND in capital from 3 programs; of which, the career capital is 12.18 billion VND, the public investment capital is 32.36 billion VND to deploy infrastructure construction, support production, and improve people's capacity. Thanks to that, the socio-economic situation of the commune has many positive changes, people's lives are increasingly improved. By the end of 2024, the commune achieved 16/19 criteria.

By the end of 2024, the poverty rate will be 185 households, accounting for 13.53%, down 13.38% compared to the end of 2023 (reaching the target); there will be 173 near-poor households, accounting for 12.66%, down 4.04% compared to the end of 2023. The multidimensional poverty rate of the whole commune will be 22.5%. "Although there are still many difficulties, with the attention and close direction of the province, district and locality, it is determined that we need to continue to make more efforts, striving to achieve the new rural standards by 2025 according to the set goals", said the Chairman of the People's Committee of Ma Noi commune.

In the historic April, we had the opportunity to join the delegation of the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Da Lat City to return to the revolutionary base of Ma Noi. Meeting and talking with the local people and leaders, comrade Ngo Thi My Loi - Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Da Lat City expressed her gratitude and appreciation for the contributions and sacrifices of the previous generation. At the same time, she expressed her admiration for the indomitable and resilient fighting spirit of the Vietnamese army and people in the resistance war against foreign invaders; including the outstanding children of Ma Noi. There, they fought bravely, did not fear hardship, sacrificed their youth and blood with a strong and resilient will to regain independence and freedom for the nation.

Wishing to support and share the loss and pain; at the same time, to show gratitude to the previous generations, the Da Lat City Party Committee presented 10 gifts worth 1,000,000 VND each to policy households in difficult circumstances; awarded 20 "Lighting up dreams" scholarships worth 1,000,000 VND each to students in difficult circumstances. At the same time, they started building 3 Great Solidarity houses worth 100,000,000 VND each for policy families in difficult circumstances.

The Standing Deputy Secretary of the Da Lat City Party Committee informed that over the years, the journey to the revolutionary base area has always been of interest and implementation to the City Party Committee. Through specific actions, the locality wishes to arouse pride, review the glorious tradition in the process of fighting, protecting, building and developing Da Lat. From there, deepen the morality of "When drinking water, remember its source", expressing deep gratitude to families of policy beneficiaries and people with revolutionary contributions.

The war has long since ended, and the land of Ma Noi, once devastated by enemy bombs and bullets, is now covered with green gardens and rice fields. Perhaps, the brutality of the war and the sacrifices of our ancestors have illuminated the ideals and aspirations to rise up and continue writing the story of the future with the solidarity and attachment of the people in the revolutionary base area.
