• 100% OF COMMUNES COMPLETED NEW RURAL CONSTRUCTION
Lam Dong is a province with a majority of people living in rural areas, except for Da Lat City, the starting point for entering the construction of the new rural areas of the remaining localities is very limited in resources in many areas. However, with high political determination, along with the consensus and strong will to rise up of the people - the subject of building the new rural areas, the appearance of the countryside in many localities has changed and transformed strongly, the lives of people in rural areas are increasingly improved.
In particular, the Provincial Party Committee, People's Council, People's Committee, political system, Party committees and authorities at all levels have focused on leadership and direction to effectively implement the program. Leaders at all levels have proactively coordinated to complete the system of legal and management documents to meet the requirements of building a new rural area. In particular, the province has focused on issuing guiding documents, clearly and specifically stipulating criteria to ensure the program is implemented effectively and on schedule.
In addition, based on Decision No. 211/QD-TTg dated March 1, 2024 of the Prime Minister amending a number of criteria and targets of the National Criteria Set for New Rural Communes at all levels for the period 2021-2025, Lam Dong Provincial People's Committee issued Decision No. 879/QD-UBND dated May 21, 2024 amending and supplementing the regulations of the National Criteria Set for New Rural Communes at all levels for the period 2021-2025 and Decision No. 1432/QD-UBND dated September 9, 2024 of the People's Committee amending the criteria for smart villages and types of communes meeting the model New Rural Commune standards of Lam Dong province for the period 2021-2025, in order to implement a number of criteria and targets of the Central Government that have been amended and decentralized to the provinces to remove difficulties in implementing the program.
Up to now, the coordination apparatus of the New Rural Program at all levels in Lam Dong continues to be improved in accordance with the characteristics of the province; departments, branches, sectors, organizations, districts and cities have clearly defined their assigned responsibilities, thereby taking the initiative in management and closely coordinating in the implementation process. Specifically, at the district level, up to now, 10/10 districts and cities have established and improved the steering committees for national target programs; at the commune level, 106 communes in districts and cities have established commune-level steering committees and commune management boards; at the village level, 100% of villages have established village development boards.
Thereby, by the end of 2024, Lam Dong province will have 111/111 communes meeting the NTM standards, achieving 100% of Resolution No. 81/NQ-HDND dated July 8, 2022 assigned by the Provincial People's Council; 41 communes meeting the advanced NTM standards (reaching 87.23%); 16 communes meeting the model NTM standards (reaching 94.11%); 7 district-level units meeting the NTM standards, completing the task of building NTM including Don Duong, Duc Trong, Da Teh, Cat Tien, Lam Ha, Da Lat City and Bao Loc, achieving 58.33% of Resolution No. 81/NQ-HDND of the Provincial People's Council.
After completing the merger of district and commune-level administrative units (December 2024), the whole province has 106/106 communes meeting the new rural standards (100%); 37/106 communes meeting the advanced new rural standards (accounting for 36.79%); 14/106 communes meeting the model new rural standards (accounting for 13.20%); 5/10 districts and cities meeting the new rural standards and completing the task of building new rural areas, including: Don Duong, Duc Trong, Lam Ha, Da Lat City and Bao Loc.
In 2025, Lam Dong province's functional departments will continue to complete the criteria for communes that have just met the standards; at the same time, promote the construction of communes that meet advanced NTM standards and model NTM standards. Specifically, continue to complete the criteria to recognize at least 8 advanced NTM communes, by the end of 2025, 45 communes will meet advanced NTM standards (accounting for 42.4% of the total number of communes); continue to complete the criteria to recognize at least 2 model NTM communes, by the end of 2025, 16 communes will meet model NTM standards (accounting for 15.09% of the total number of communes).
At the same time, Di Linh district completes the dossier to submit to higher levels to be recognized as meeting the standards of a new rural district in 2024; Da Huoai, Bao Lam, Lac Duong and Dam Rong districts will meet the standards of a new rural district in 2025. Don Duong district will meet the standards of an advanced and model new rural district in 2025; Lam Ha district will meet the standards of an advanced new rural district in 2025.

• LEADING IN DIGITAL TRANSFORMATION, SMART AGRICULTURE
Not only completing the construction of new rural areas in communes, Lam Dong is also being evaluated by the Ministry of Agriculture and Environment as one of the leading localities in the Central Highlands region and the whole country in digital transformation and accelerating the application of smart agriculture.
According to Mr. Nguyen Hoang Phuc - Deputy Director of the Department of Agriculture and Environment of Lam Dong province, developing high-tech agriculture is one of the top priorities of Lam Dong. The application of technology in production has contributed to improving people's lives, bringing the province's agriculture to a new level, gradually changing the face of the countryside, and actively contributing to the construction of new rural areas.
In building new rural areas, Lam Dong province has identified high-tech agriculture and building new rural areas as one of the key programs, contributing to accelerating the industrialization and modernization process in agricultural and rural development, improving production levels, increasing income, sustainably reducing poverty and promoting socio-economic development. Thanks to this effort, Lam Dong has become the leading flag of the Central Highlands region in building new rural areas.
In 2024, the production value of the crop sector in Lam Dong province increased by 5.7% compared to 2023. The area of inefficient production in the whole province is about 21,721 hectares. Meanwhile, the whole province currently has an area of high-tech agriculture reaching 69,637 hectares, smart agriculture 730 hectares. The area of high technology application in production is expanded, from Da Lat area and neighboring areas on new crops such as: vegetables, flowers, coffee, tea, fruit trees, etc.
In particular, Lam Dong Provincial People's Committee has issued a plan for digital transformation in building new rural areas, towards smart new rural areas in the province in the period of 2023 - 2025. In particular, in the period of 2023 - 2025, Lam Dong province strives to implement the National Target Program on building new rural areas in a synchronous and unified manner on the digital technology platform, at least 90% of provincial-level work records, 80% of district-level work records, and 60% of commune-level work records are processed online. In addition, 100% of communes strive to meet the standard of indicator 8.4 on information and communication according to the National Criteria for New Rural Communes.
Lam Dong province aims to develop the digital economy by 2025, contributing to promoting the rural economy, with at least 70% of communes having cooperatives, 70% of districts having models linking production and consumption of key agricultural products and 50% of models linking raw material areas applying digital technology. In addition, there will be at least 1 pilot model of a smart new-style rural commune in the most prominent field (digital transformation, rural tourism, environment, culture, etc.) based on promoting local advantages as a basis for summarizing and proposing a set of national criteria for smart new-style rural areas in the 2026-2030 period.
