Mobilizing people to agree on land acquisition and clearance to build a model rural residential area in Nam Chinh commune

Determining that site clearance is important for the successful implementation of the model rural residential housing development project in Nam Chinh commune, Tien Hai district, the departments, Nam Chinh commune and Nam Tien commune have focused on directing the propaganda and mobilization of people to agree on site clearance. However, up to now, there are still some households that have not received compensation and support for site clearance, affecting the progress of the project.

Land planned for housing development project of model rural residential area in Nam Chinh commune (Tien Hai).

The project to develop a model rural residential area in Nam Chinh commune is invested by Nam Chinh New Urban Development and Construction Company Limited. The project was approved by the Provincial People's Committee in Decision No. 5871/QD-UBND dated August 20, 2021 and approved in principle for investment in Decision No. 22/QD-UBND dated April 25, 2022. The project scale is 7.6 hectares, including planning 190 residential plots with an area of ​​4.5 hectares. Mr. Bui Duc Than, Director of the Tien Hai District Land Fund Development Center, said: To implement the project's site clearance, from March to July 2024, the District People's Committee issued a land recovery plan and announced land recovery to implement the project. The Center has coordinated with Nam Chinh and Nam Tien communes to investigate, collect data on the area, verify the origin of the recovered land plots as a basis for making plans and supporting land acquisition; accordingly, the project recovered rice fields of 63 households (19 households in Nam Chinh commune, 44 households in Nam Tien commune). At the same time, coordinated with the People's Committee of Nam Chinh commune, Nam Tien commune and the investor to disseminate the project and deliver and post the land acquisition notice to relevant people. Up to now, 59 households have received money, of which: 19 households in Nam Chinh commune, 40 households in Nam Tien commune; 4 households in Tien Loi village, Nam Tien commune have not received compensation and support for land acquisition.

According to the report of the District People's Committee, 4 households in Tien Loi village have not received more than 710 million VND for an area of ​​more than 5,199m2 of rice land. The reason for not receiving the money is that Mr. Bui Van Hoa's household received the land transfer but has not completed the transfer procedures of 4 households in Tien Loi village, of which 3 households have signed the money receipt documents to hand over the money to Mr. Hoa but Mr. Hoa did not agree to receive the money; a household living in the South authorized Mr. Hoa to receive the money but Mr. Hoa did not receive the money. Mr. Bui Van Hoa has not agreed to receive the money because he requested to be compensated according to the unit price of the 2024 Land Law, otherwise he requested to be compensated with agricultural land or buy 2 residential plots in the planning area at the original price of the investor. Mr. Bui Huy Chuong, Chairman of Nam Tien Commune People's Committee, said: The Commune People's Committee, the Commune Fatherland Front Committee, and Tien Loi village have coordinated with the District Land Fund Development Center and the investor to meet Mr. Bui Van Hoa many times to analyze and explain the state's policies and regimes; to propagate and persuade Mr. Hoa to receive money and hand over the land to implement the project, but up to now, this household still does not agree to receive money and hand over the land to the project. The Commune People's Committee will continue to coordinate with the District Land Fund Development Center to organize propaganda, mobilize and persuade Mr. Bui Van Hoa's household to receive compensation, support for site clearance and hand over the land to implement the project.

Mr. Bui Duc Than added: The entire procedure and compensation price, support for site clearance of this project has been implemented by the district in accordance with the provisions of law. To resolve difficulties and obstacles in site clearance work to implement the project, the Center proposed that the District People's Committee, the District Department of Agriculture and Environment organize the compulsory recovery of 1,368m2 of land at plot number 344, map sheet number 4, in Tien Loi village, Nam Tien commune of Ms. Dinh Thi Hoa's household and individuals who are co-owners of the property, address Tien Loi village, Nam Tien commune in April 2025. For the 3 households that transferred land to Mr. Bui Van Hoa, agreed to let the state recover, signed the minutes of receiving money and handing over the site but have not received the money, the Center agreed that the 3 households transfer money to the unit's bank account, when the parties agree, the compensation and support for site clearance will be paid.

The rice land area is still stuck in the land acquisition and clearance issue of the model rural residential housing development project in Nam Chinh commune.
