Accordingly, the Department of Education and Training of Ho Chi Minh City will inspect the Department of Education and Training of Thu Duc City and districts, public high schools and affiliated educational institutions on the organization and implementation of service revenue to serve and support educational activities according to Resolution No. 04 of the People's Council; the mobilization, reception, management and use of aid and sponsorship sources, and the implementation of operating expenses of the parent-teacher association.

At the same time, the Department of Education and Training of Ho Chi Minh City also inspects and supervises the cleaning, deodorizing, disinfecting, maintenance, upkeep and repair of toilets, ensuring safety requirements in educational facilities, and correcting the situation of degraded, polluted, and smelly toilets that affect the health and psychology of students.

Mr. Le Hoai Nam, Deputy Director of the Ho Chi Minh City Department of Education and Training, said that all specialized departments sent members of the inspection team to inspect the work of mobilizing funding for education and the operating costs of the parent-teacher association, the situation of facilities, toilets, and ensuring school safety. From there, the situation of collecting illegal fees will be promptly corrected. In case there are signs of violations, it will be transferred to the Department of Education and Training Inspectorate for handling according to its authority.

Specifically, according to the inspection plan, the Financial Planning Department will take the lead in developing a report outline, advising personnel to participate in the inspection team and coordinating with specialized departments to inspect the management of revenue and expenditure at the beginning of the school year; the work of mobilizing funding for education and operating expenses of the parent-teacher association; the situation of facilities and restrooms at educational institutions.

The Departments of Preschool Education, Primary Education, Secondary Education, Continuing Education, etc. coordinate to inspect the professional activities of the education sector regarding the implementation of 2-session/day teaching programs, extracurricular programs and other educational activities related to fundraising and the development of revenue and expenditure estimates for service revenues to serve and support educational activities.

The Political and Ideological Department coordinates in inspecting the cleaning, deodorizing, and disinfecting of toilets; educating individuals and groups on the sense of responsibility for maintaining general hygiene, ensuring safety requirements in educational institutions.

The Department Inspectorate coordinates the inspection, examination and supervision of the management of revenue and expenditure at the beginning of the school year; the mobilization of funding for education and the operating costs of the parent-teacher association; the situation of facilities and toilets at the beginning of the school year at educational institutions; and advises on strict disciplinary measures for heads of units who do not comply with regulations on school revenues.
