After the merger and consolidation of the governing ministries, universities and colleges also changed their governing ministries.
Currently, there are 244 higher education institutions nationwide. Of these, 172 are public higher education institutions and 67 are non-public higher education institutions. In addition, there are 20 teacher training colleges (3 under the Ministry of Education and Training, 17 under localities).
Previously, 2 national universities were under the Government, but now it is proposed to be transferred to the Ministry of Education and Training. The Ministry of Education and Training directly manages 45 universities and regional universities. The remaining universities are under the management of ministries, branches or provincial and municipal People's Committees.

In addition, by 2023, the country will have 416 colleges, 376 secondary schools and 728 vocational education centers. Vocational education schools are managed by the Ministry of Labor, War Invalids and Social Affairs (before March 1, 2025).
In particular, the Ministry of Labor, War Invalids and Social Affairs will merge with the Ministry of Home Affairs, transferring the state management function of vocational education to the Ministry of Education and Training. Thus, hundreds of colleges and vocational training institutions will be managed by the Ministry of Education and Training.
On February 28, the Ministry of Education and Training received and handed over 3 technical universities: Nam Dinh Technical Education University, Vinh Technical Education University, Vinh Long Technical Education University and 14 colleges.
After merging and consolidating the Ministry of Transport and the Ministry of Construction into the Ministry of Construction, universities were also transferred to the new governing ministry.
Before the merger, the Ministry of Construction had 4 universities: Hanoi Architecture, Ho Chi Minh City Architecture, Central Construction, and Western Construction.
After the merger, on the website of the Ministry of Construction, the education and training sector has 8 universities and academies. Of which, 4 schools from the former Ministry of Transport are Vietnam Aviation Academy, Vietnam Maritime University, Ho Chi Minh City University of Transport, and University of Transport Technology.
In addition, this ministry also directly manages 6 central transport colleges from I to VI.

Similarly, after the merger and consolidation of the Ministry of Planning and Investment with the Ministry of Finance into the Ministry of Finance, the Academy of Development Policy of the former Ministry of Planning and Investment became a public service unit under the Ministry of Finance. The Academy of Ethnic Minorities is under the Ministry of Ethnic Minorities and Religions.
The Ministry of Industry and Trade currently directly manages 9 universities and 24 colleges. The ministry plans to merge 8 colleges into 4. This will leave the ministry with 9 universities and 20 colleges.
In addition, a number of universities and academies under the Ministry of Agriculture and Rural Development and the Ministry of Information and Communications will also be transferred to the new parent ministry after the merger and consolidation.
