School delays disbursing more than 2.3 billion VND in support due to... students submitting accounts late

(Dan Tri) - According to the leader of Dak Lak Medical College, the delay in disbursing more than 2.3 billion VND in support money to students was due to students being slow to provide account numbers.

On August 1, Ms. Ta Thi Nhat Suong, Vice Principal in charge of Dak Lak Medical College, confirmed that the school had overcome all the shortcomings in financial management that the Department of Finance's Inspection Conclusion had pointed out.

According to the Inspection Conclusion on financial management in 2023 at Dak Lak Medical College, the school used salary reform resources to pay salaries without the opinion of competent authorities of more than 340 million VND.

This unit also used irregular funds to support Lunar New Year not included in the assigned budget with an amount of 31 million VND; collected excess tuition fees for 353 students with a total amount of more than 144 million VND...

Besides, the Medical College did not spend more than 2.3 billion VND in support for students.

Of which, the funding to support the study of ethnic minority students from poor and near-poor households according to Decision No. 66 of the Prime Minister is more than 480 million VND and the funding to support boarding policies for college and intermediate students according to Decision No. 53 of the Prime Minister is more than 1.8 billion VND.

As of the inspection in May 2024, the school had not paid these policies to students.

Accordingly, the Inspectorate of the Department of Finance requested Dak Lak Medical College to overcome shortcomings and problems in financial and asset management. Among them, it must return to the state budget the amount of 2.3 billion VND that the school did not spend on students.

Ms. Ta Thi Nhat Suong said that in the past, the school always withdrew money in advance and then paid support to students through cash payments. However, when she became in charge of the school, she requested that the money in the treasury be paid directly to the student's account numbers for clarity and transparency.

The reason for the delay in payment, Ms. Suong explained, was that students doing internships at medical facilities were slow to provide account numbers, leading to delayed payment.

"The school has not withdrawn this money yet, it is still in the treasury, so the state will collect it. The school is at fault for the late payment. Up to now, the school has completed the payment of all this support money to students," said the Vice Principal in charge of Dak Lak Medical College.

Regarding the reason for collecting more than 140 million VND in tuition fees from students, Ms. Suong said that the school is a group 3 autonomous unit, so when the school opened more training majors, it agreed to increase tuition fees from 9.1 million VND to 10.5 million VND/student/year and collect them during the enrollment period in August 2023.

According to Ms. Suong, in October 2023, the Ministry of Education and Training issued an official dispatch stating that tuition fees cannot be increased, so the school decided not to increase them and those who have paid in excess will have their tuition fees deducted from the next school year.

The Inspector of the Dak Lak Provincial Department of Finance pointed out that the shortcomings and omissions in financial management were caused by the principal, vice principal in charge during the inspection period, the accountant in charge and related staff departments.
