According to the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Rural Development), the damaged dike section is about 10m long, belonging to the Ta Lo dike in Tuyen Quang province, and is a level V dike.

The dike section protects the residential area. The locality is currently handling the damaged dike section; 40 households at risk of being flooded if the river overflows have been evacuated.

The National Center for Hydro-Meteorological Forecasting said that from the night of September 10 to the afternoon of September 11, the mountainous and midland areas of the North will continue to have moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall of 30-60mm, locally over 120mm.

Particularly in Lao Cai and Yen Bai, there is heavy rain, locally very heavy rain with common rainfall of 40-80mm, locally over 150mm.

On the night of September 11, there will be moderate rain and thunderstorms, with some places having heavy rain with common rainfall of 20-40mm, and some places having over 70mm.

In the Northern Delta, Hoa Binh, and Thanh Hoa from the night of September 10 to the afternoon of September 11, there will be heavy to very heavy rain and thunderstorms with common rainfall of 50-120mm, locally over 250mm.

From the night of September 11 to the afternoon of September 12, there will be moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall of 30-70mm, locally over 120mm.

Nghe An area from the night of September 10 to the morning of September 11 will have moderate rain, heavy rain, some places will have very heavy rain and thunderstorms with common rainfall of 20-50mm, some places over 100mm.

On September 11, the area from Ha Tinh to Thua Thien Hue will have scattered showers and thunderstorms, locally heavy rain with rainfall of 15-30mm, locally over 70mm.

From Da Nang to Binh Thuan, the Central Highlands and the South, there will be scattered showers and thunderstorms in the afternoon and at night, with some places experiencing heavy rain with rainfall of 10-30mm, and some places experiencing over 70mm. There is a possibility of tornadoes, lightning and strong gusts of wind during thunderstorms.

Notably, in the evening and night of September 12, the North and Central Central regions will have scattered showers and thunderstorms, with heavy rain in some places.

Weather forecast for September 11 in regions across the country:

– Hanoi: Heavy to very heavy rain and thunderstorms in some places, east to northeast winds level 2-3. Thunderstorms are likely to cause tornadoes, lightning and strong gusts of wind.

– Northwest: Cloudy, moderate rain, heavy rain, locally very heavy rain and thunderstorms; Lao Cai, Yen Bai and Hoa Binh areas have heavy to very heavy rain, light wind.

– Northeast: Moderate to heavy rain, locally very heavy rain and thunderstorms; in the plains, there will be heavy to very heavy rain, east to northeast winds at level 2-3. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.

– Thanh Hoa – Thua Thien Hue: Scattered showers and thunderstorms, locally heavy rain (concentrated in the evening and at night), Thanh Hoa in particular has heavy to very heavy rain and thunderstorms, light winds.

– Da Nang to Binh Thuan: cloudy, scattered showers and thunderstorms in the late afternoon and at night, locally heavy rain; sunny during the day, southwest wind level 2-3.

– Central Highlands: Showers and thunderstorms in some places; in the late afternoon and evening there will be scattered showers and thunderstorms, with heavy rain in some places.

– Southern region: There will be scattered showers and thunderstorms in some places; in the late afternoon and evening there will be scattered showers and thunderstorms, with heavy rain in some places.
