On the afternoon of December 31, comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee chaired the meeting to deploy the model of a one-level public administrative service center and carry out administrative procedures without boundaries.

Currently, the Provincial People's Committee has issued a decision approving the Project "Piloting the model of a one-level Public Administration Service Center under the People's Committee of Quang Ninh province". The Project's viewpoint continues to take organizations and enterprises as the center, the subject, the driving force; the satisfaction of organizations, enterprises, and people is the measure of quality and efficiency of service for cadres, civil servants, public employees, and competent agencies. In which, information technology is the tool, digital transformation is the main method to deploy the model of a one-level Public Administration Service Center under the Provincial People's Committee to implement the one-stop, one-stop mechanism, and handle administrative procedures without boundaries; promote digitalization, reuse of records and administrative procedure results; comprehensively and thoroughly innovate the organizational model and operation of the One-stop Department, the implementation of the one-stop, one-stop mechanism in handling administrative procedures.

The name of the new model is: Quang Ninh Provincial Public Administration Service Center. Phase 1 will be piloted from December 2024 to November 2025. Phase 2 will be implemented from December 2025.

Speaking at the conference, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that Quang Ninh is a leader in the country and has successfully implemented the Public Administration Center model for over 10 years and has been highly appreciated by the Central Government, ministries, branches and localities nationwide, people, organizations and businesses. This is also one of the factors that have created a breakthrough in administrative reform in the province over the past years. Therefore, it is very necessary to continue to promote the effectiveness and determination to successfully pilot the model of a one-level Public Administration Service Center under the Quang Ninh Provincial People's Committee. He requested that the Provincial Public Administration Service Center, departments, branches and localities implement the project to closely follow the viewpoints, goals and tasks assigned in the project. During the implementation process, it is necessary to promote digitalization and digital transformation in implementation. Implementing the Project, the system of public administrative centers in the province will be reorganized, serving the goal of a one-level public administrative service center under the Provincial People's Committee, to serve people and businesses more conveniently.
