Recently, the Government issued Resolution No. 66/NQ-CP dated March 26, 2025 on the program to reduce and simplify administrative procedures (AP) related to production and business activities in 2025 and 2026. In particular, it requires promoting the implementation of AP regardless of administrative boundaries. The Government requires ensuring that in 2025, 100% of APs related to enterprises are implemented online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork; 100% of APs are implemented regardless of administrative boundaries within the provincial level. To ensure the completion of this task on schedule, ministries, ministerial-level agencies and localities nationwide must make efforts to implement it with drastic and appropriate solutions.
In Quang Ninh, the locality is currently piloting the construction of a model of a one-level Public Administration Service Center and a system of one-level Public Administration Service Centers that continue to perform the functions and tasks of being the focal agency for controlling administrative procedures and focusing on guiding, receiving, processing administrative procedure records and returning results to organizations and individuals according to regulations. In particular, implementing the "5-step on-site" process (Receiving, appraising, approving, stamping and returning results at the Center) and simultaneously implementing the "5-step process in the electronic environment" (Receiving, appraising, approving, signing, returning results in the electronic environment) to completely handle administrative procedures in the electronic environment.
In the past time, the review and transfer of administrative procedures under the jurisdiction of departments, branches, district and commune People's Committees to the Provincial Public Administration Service Center, Public Administration Service Centers, and Reception and Result Delivery Departments have been carried out regularly. Currently, the total number of administrative procedures in the province is 1,763 (of which: provincial level: 1,361 administrative procedures; district level: 281 administrative procedures; commune level: 121 administrative procedures). The total number of administrative procedures resolved at the Provincial Public Administration Service Center is 1,314 (specifically: 1,264 administrative procedures of provincial departments and branches, 32 administrative procedures of the Provincial Police, 18 administrative procedures of Quang Ninh Electricity Company).
100% of administrative procedures eligible for settlement at the Provincial Public Administration Service Center, Public Administration Service Centers, and Reception and Result Delivery Departments have developed internal procedures for handling administrative procedures, ensuring clear division of responsibilities, clear identification of people, clear identification of tasks, clear resolution time associated with review work, reduction of resolution time compared to regulations and being updated, announced and publicly posted according to regulations. The development and promulgation of internal procedures and electronic procedures for handling each administrative procedure at the provincial, district and commune levels are directed by the Provincial People's Committee to be implemented in accordance with the prescribed procedures and order to apply synchronously and consistently throughout the province and publicly and transparently so that organizations and people can understand and participate in monitoring the implementation. 100% of administrative procedure records received and processed at the one-level Public Administration Service Center system are made public on the provincial Public Service Portal and synchronized and publicly disclosed on the National Public Service Portal.
Up to now, Quang Ninh has 1,462 full-process online public services, partly under the provincial management function, including: 785 full-process online public services; 512 partial online public services. According to statistics from the Provincial Administrative Procedures Information System and specialized software system, in the first quarter of 2025, the whole province had 5,159/8,459 records for online public services/records for settlement (reaching 61%). Regarding the digitization of records, the Provincial Administrative Procedures Information System and specialized software system have digitized 7,917 records (reaching 93.6%), returned 1,430 electronic results (reaching 17.7%); On the provincial Administrative Procedures Information System alone, 2,095 input records have been digitized (80.3%), and 1,430 electronic results have been returned (64.6%).
In fact, promoting the settlement of administrative procedures in the electronic environment towards implementing non-territorial administrative procedures has brought real benefits to people and businesses, helping to save significant time and costs for people and businesses.
To ensure that 100% of administrative procedures related to enterprises are performed online in 2025, Quang Ninh needs to urgently implement the solutions proposed by the Government. Specifically, reviewing and restructuring the process, improving the quality of providing administrative procedures in the electronic environment on the basis of reusing digitized information and data, using interactive electronic forms to provide full-process online public services. At the same time, digitizing 100% of records and results of handling administrative procedures; completing the construction, upgrading and development of national databases and specialized databases to ensure "correct, sufficient, clean and alive" data, connecting and sharing data to serve the implementation of administrative procedures and the provision of public services.
