94 planning projects have been approved

According to the report of the Department of Construction, after merging provincial administrative units, Khanh Hoa has 187 planning projects. Up to now, 94 planning projects have been approved, 8 projects are suspended, and 85 projects are in the process of implementation.

Of the 85 projects being implemented, 41 belong to 1 administrative unit, 44 belong to 2 or more administrative units and functional areas. Of the 41 projects belonging to 1 administrative unit, 40 have approved planning tasks, and 1 project has passed the appraisal council. For projects with approved planning tasks, communes and wards need to speed up the implementation progress after receiving planning documents handed over by the People's Committees of districts, towns and cities (old), ensuring compliance with the provisions of the Law on Urban and Rural Planning. Of the 44 planning projects of 2 or more administrative units and functional areas, 43 projects have had their planning tasks approved, of which the Provincial Development Project Management Board has 9 projects, the Provincial Agricultural and Transport Construction Investment Project Management Board has 15 projects, the Provincial Construction Investment Project Management Board has 9 projects, and the Provincial Economic Zone and Industrial Zone Management Board has 10 projects; there is 1 project that has not had its planning tasks approved, which is the Nam Cam Ranh Industrial Park Zoning Plan.

Mr. Le Minh Tien - Deputy Director of the Department of Construction said that for the above planning projects, to ensure compliance with the principle of independence between planning task establishment and appraisal, the Provincial People's Committee has assigned the Provincial Development Project Management Board, the Provincial Construction Investment Project Management Board, the Provincial Economic Zone and Industrial Zone Management Board to continue implementing related planning projects to ensure synchronous technical infrastructure in the area; ensure coverage of zoning plans on the basis of approved master plans, as a basis for management and investment attraction. At the same time, ensure compliance with the direction of the Provincial People's Committee with the motto "6 clear" (clear people, clear work, clear time, clear responsibility, clear products, clear results) through clear, transparent appraisal and delegation of authority, separation between the planning agency, the planning appraisal agency and the planning approval agency.

Set up a working group to remove obstacles for the locality

On August 21, the Provincial People's Committee issued a Plan to implement urban and rural planning in the province in 2025. Accordingly, in 2025, 85 planning projects in the whole province will be implemented. The Provincial People's Committee requires that the preparation of these plans must ensure the inheritance of approved plans to develop plans to implement urban and rural planning to ensure feasibility, efficiency, suitability to reality, management and development needs. Sectors and localities must comply with and closely follow the planning implementation plan for implementation. The plans need to be carried out urgently, ensuring quality, synchronization, coordination between departments, branches, localities and related units, meeting the plan's progress, and being completed in 2025; any problems must be promptly reported for resolution and removal to ensure the overall progress.

Mr. Le Minh Tien added that in order to survey and evaluate the implementation situation as well as provide guidance and support in resolving difficulties and obstacles in the process of implementing procedures related to the construction sector of communes and wards when organizing the 2-level local government model, the department organized 6 working groups to work with localities throughout the province. The groups will work from August 22 to September 5; thereby surveying the current status of urban and rural planning when merging communes and wards to support and guide the localities.
