Implementing new policies on management and use of public assets

To prepare for the implementation of two-level local government, the Ministry of Finance has advised the Government to amend, supplement and promulgate legal documents in the field of management and use of public assets, including: Decree No. 125/2025/ND-CP of the Government dated June 11, 2025 regulating the decentralization of authority of two-level local governments in the field of state management of the Ministry of Finance; Decree No. 127/2025/ND-CP of the Government dated June 11, 2025 regulating the decentralization of state management authority in the field of management and use of public assets.

There are also decrees guiding the standards and norms for the use of public assets such as Decree No. 153/2025/ND-CP dated June 15, 2025 of the Government amending and supplementing a number of articles of Decree No. 72/2023/ND-CP stipulating standards and norms for the use of automobiles; Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government stipulating standards and norms for the use of offices and public service establishments; Decision No. 15/2025/QD-TTg dated June 14, 2025 of the Prime Minister stipulating standards and norms for the use of machinery and equipment.

These are documents with difficult and complex content, wide subjects and multi-faceted impacts on the economy and society.

Deputy Minister of Finance Bui Van Khang said that the two-tier local government model is a new issue; the newly issued policies were prepared in a short time, very urgently. Therefore, based on reality, if there are any problems, ministries, branches and localities should promptly report to the Ministry of Finance. The Ministry of Finance will resolve them as quickly as possible to ensure the best response to the requirements of the new situation.

At the conference, representatives of the Department of Public Asset Management (Ministry of Finance) disseminated detailed contents of the above documents as well as directly answered and clarified many contents that delegates were interested in. The newly issued policies all take effect from July 1, 2025.

These new policies contribute to promoting decentralization from central agencies to local authorities to enhance responsibility and create initiative for local authorities in arranging and handling public assets.
