On August 25, the Ho Chi Minh City People's Committee sent a document to the city's departments, branches, and sectors and the People's Committees of 168 wards, communes, and special zones on strengthening fire prevention and fighting (PCCC) work at purchasing facilities, warehouses, scrap recycling factories, and warehouses interspersed in residential areas in Ho Chi Minh City.
Accordingly, there are currently 2,169 scrap purchasing facilities, warehouses, and recycling factories in Ho Chi Minh City. Of these, the police manage 221 facilities and the commune-level People's Committees manage 1,948 facilities. Most of these facilities are located in residential areas with the common characteristic of containing many types of flammable and combustible materials. When a fire occurs, the fire can spread quickly and produce a lot of toxic smoke.
To minimize the damage caused by fires and explosions occurring in the city, the Ho Chi Minh City People's Committee requires the city's departments, branches, and sectors and the People's Committees at the commune level to innovate their thinking, awareness of methods, approaches, and organization of fire prevention and fighting and rescue work in accordance with the requirements of the new situation; resolutely handle the responsibility of the heads of local Party committees and authorities if they allow facilities under fire prevention and fighting management to operate without ensuring fire prevention and fighting safety conditions and allow fires and explosions to occur with serious consequences.
The Ho Chi Minh City People's Committee requested the Ho Chi Minh City Police to strengthen basic investigation work, grasp the situation, accurately forecast risks to proactively advise on the implementation of effective fire and explosion prevention measures and solutions; not to miss any facilities under fire prevention and fighting management; to organize inspections of purchasing facilities, warehouses, scrap recycling workshops and warehouses interspersed in residential areas in the city according to management levels; to promptly detect, request remediation and thoroughly handle violations of fire prevention and fighting and rescue.
The Ho Chi Minh City People's Committee requests the Department of Construction, in consultation with the Ho Chi Minh City People's Committee, to organize the appraisal and issuance of construction permits for construction works, purchasing facilities, scrap warehouses and warehouses interspersed in residential areas, ensuring full compliance with technical regulations and standards on fire prevention and fighting. Review and classify construction areas that are not in accordance with planning or do not ensure fire prevention and fighting and rescue to promptly propose solutions for handling, relocation or renovation.
