Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that currently, the situation of local surplus and shortage of teachers still exists, especially in region 2 (former Binh Duong) and region 3 (former Ba Ria - Vung Tau ). In the coming time, in parallel with recruiting teachers according to demand, the Department of Education and Training will have a plan to reduce the situation of local surplus and shortage of teachers; encourage young teachers to volunteer to teach in schools in remote areas.
According to the head of the Ho Chi Minh City Department of Education and Training, although the surplus and shortage of teachers is happening locally at this time, the regulation on teacher mobilization cannot be applied.
Mr. Hieu said that the transfer of teachers according to the Law on Teachers will take effect from January 1, 2026. Therefore, the transfer of teachers cannot be applied at present, but only mobilized and transferred according to wishes. Teachers must have a transfer application approved by the place of departure and destination and the competent authority makes a decision. "Localities should try to transfer from now until August 20, to reduce the situation of local surplus and shortage of teachers" - Mr. Hieu suggested.
Currently, teacher mobilization is not applied, only mobilization and transfer are carried out according to wishes.
Teacher recruitment for the new school year is a "hot" issue that many people are interested in. According to Mr. Hieu, in the 2025-2026 school year, Ho Chi Minh City will organize teacher recruitment in 3 regions to facilitate candidates' travel; at the same time, ensure that schools have enough teachers.
Statistics from the Department of Education and Training show that in the new school year 2025-2026, Ho Chi Minh City needs to recruit 4,865 more teachers from preschool to high school. Of which, the secondary school level needs the most recruitment with 2,283 teachers; followed by the primary level: 1,483 teachers; the high school level needs to recruit 648 teachers; the preschool level needs 451 teachers.
The HCM City Department of Education and Training is preparing for recruitment. The new point is that this year, the department will build a closed recruitment process in parallel with "running and lining up at the same time". That means it is possible that the Department of Education and Training will implement the recruitment regulations right at the first step.
Ho Chi Minh City can consider recruiting right from the application round to ensure timeliness. When a candidate submits an application, the data will be reviewed immediately, so that by the end of the submission period, round 1 - the selection round - is considered complete, and the candidate can immediately move on to round 2 - the practical teaching interview round.
For round 2, this year Ho Chi Minh City will allow candidates to register according to their wishes, focusing on 3 areas so that candidates for the teacher recruitment exam do not have to travel far.
