Ho Chi Minh City proposes 3 locations to build a centralized Administrative Center

According to the Ho Chi Minh City People's Committee, after the merger, the city will become a special urban area with 168 commune-level administrative units and a population of more than 13 million people. Currently, state administrative agencies are scattered, unsynchronized, and do not meet their functions, causing difficulties in coordination and management. Therefore, it is necessary to build a centralized Administrative Center with a scale commensurate with current and future development requirements, arranging working space for about 7,000 officials and civil servants.

The city proposes three locations to choose from:

1. The former Thu Duc City People's Committee headquarters area and the expansion of the adjacent Sports and Physical Training land lot in Thanh My Loi ward, about 7.73 hectares;

2. Ha Tien Cement expansion land in Truong Tho area, Thu Duc ward, about 11.6ha;

3. Cluster of land lots in Thu Thiem urban area, adjacent to To Huu street, An Khanh ward, about 7 hectares.

HCMC People's Committee assesses that each location has its own advantages and disadvantages. Specifically:

The land plot of the former Thu Duc City People's Committee headquarters and the cluster of 9 land plots in Thu Thiem all have available land and relatively complete infrastructure connections, and can be immediately deployed for construction. However, at the land plot of the Thu Duc City People's Committee headquarters, it is necessary to review and rearrange the agencies and units to suit the scale of the project, because the current number of civil servants is not enough to meet the demand.

The location of Ha Tien Cement area (Truong Tho area, Thu Duc ward) is convenient for connecting Metro line 1 and Vo Nguyen Giap street, suitable for the model of smart administrative center - integrated services - green trees. However, the implementation progress may be slow due to the large amount of investment preparation; the current status is industrial land, need to handle pollution, relocate and clear the site and adjust the planning to public administrative land.

The location of the central lake of Thu Thiem urban area has the advantage of being located in the central area of the whole Ho Chi Minh City, but there are still some limitations due to not being suitable with current urban planning projects.

The Ho Chi Minh City People's Committee proposed that the Party Committee of the City People's Committee consider and approve the policy of selecting one of the above locations to build a centralized Administrative Center. After being approved by the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee, the City People's Committee will assign the Department of Construction and related units to advise, complete the dossier, report to the Standing Committee of the City Party Committee for consideration and approval of the implementation policy. This will be the basis for the Ho Chi Minh City People's Committee to direct the implementation of procedures in accordance with regulations, promptly build and put the Administrative Center into operation, conveniently serving the people and businesses.
