At the inauguration ceremony, Mr. Vo Duc Thanh - Director of the Project Management Board for Investment and Construction of Civil and Industrial Works said that this achievement was a result of great determination. This is a special project of Ho Chi Minh City, started on April 25, 2023 and basically completed by the end of April and nearly 3 months later used for testing and operating technical elements. On July 24, the Ho Chi Minh City Department of Construction completed the acceptance work to put the entire project into use.

Ms. Tran Thi Dieu Thuy added that this is a big project with the right policy, with the attention and determination of the Party Committee and the government, aiming to improve the cultural and spiritual life of the people, as well as promote and effectively use the land in the former Phu Tho racetrack area. At the same time, the project creates the best favorable conditions for the arts sectors of Ho Chi Minh City to develop, have a new and correct direction, contribute, build an abundant force of artists, and better serve the cultural industry of Ho Chi Minh City.

Upon completion, the project will be both a place for circus performances and performances of unique art forms, as well as a training center for both professional and circus professions and other art fields, and training in operating skills for new, modern systems with many high technical requirements in operating circuses in the world today.

The Department of Culture and Sports of Ho Chi Minh City is assigned to be responsible for operation, management, implementation and the beneficiary unit is the City's Art Center. The Center will continue to develop a project to operate and use the project. Within the next five years, the project must operate and operate independently as a type 2 or higher autonomous public service unit, according to the goals assigned by the leaders of the City Party Committee and the People's Committee of Ho Chi Minh City. In the beginning, it is necessary to accept the phase of hiring an operating unit in parallel and training the workforce to move towards self-operating the "Phu Tho Circus and Multi-purpose Performance".
