Ho Chi Minh City prepares to auction 3,790 apartments in Thu Thiem

According to the plan, the auction of 3,790 apartments will be conducted according to the plan of auctioning 2 blocks (blocks R1, R2, R3 including 2,220 apartments and blocks R4, R5 including 1,570 apartments) for commercial housing purposes in An Khanh ward.

The HCMC People's Committee requires that the auction of 3,790 apartments must balance the progress between the investor's project implementation plan and the construction progress plan of Thu Thiem New Urban Area, and the socio -economic development plan of HCMC. During the auction process, it is absolutely necessary to not continue to delay or prolong the implementation.

The Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Agriculture and Environment (the standing agency of the Auction Working Group) to regularly inspect and urge the implementation of this plan. At the same time, preside over and coordinate with relevant departments, branches and units to carry out procedures for selecting and signing contracts with land valuation certificate-making units to determine the starting price; determine the starting price for auction; sign property purchase contracts with auction winners; guide auction winners to pay for property purchases and issue invoices for public property sales; pay money to the State Treasury of Region II (after receiving enough money collected from the sale of property and making settlement of auction expenses); guide and issue certificates of land use rights and ownership of property attached to land; update and edit land databases and cadastral records according to regulations for auction winners.

The Department of Construction is responsible for presiding over, coordinating and submitting to the Ho Chi Minh City People's Committee for issuance of a Decision on selling public assets; organizing the handover of assets to the auction winner.

The Land Fund Development Center organizes, selects and signs a contract to hire an asset auction organization to conduct the auction of public assets in accordance with the provisions of law on asset auctions.

Previously, the Ho Chi Minh City People's Committee approved the content of the report and proposal of the Department of Construction in the official dispatches on continuing to implement the policy of auctioning 3,790 apartments at Lot R1, R2, R3, R4, R5 in the 38.4-hectare Area in the Thu Thiem New Urban Area, An Khanh Ward with the purpose of use and function as commercial housing, which has been commented by the Ministry of Construction .

The 3,790 apartments have gone through at least three failed auctions. According to businesses, the main reason is that the auctions were conducted in batches with too large amounts of money, making it difficult to attract investors to participate.
