On September 21, Quang Ninh province held a conference to review the response and recovery work of storm No. 3. Attending the conference were comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Standing members of the Provincial People's Council, People's Committee, and Fatherland Front Committee; leaders of agencies and units under the Ministry of National Defense and the Ministry of Public Security; leaders of departments, branches, and localities in the province. The conference was broadcast live to district-level bridges and 177 commune-level bridges.

Storm No. 3 (Yagi) is the strongest storm in the past 30 years in the East Sea and in the past 70 years on land in our country, with many unprecedented characteristics. This is a super storm with very strong intensity (wind gusts of level 17), long duration of destruction on land and maintaining storm intensity, great destruction, wide range of influence.

Since the formation of storm No. 3 and its entry into the East Sea, Quang Ninh province has directed the preparation, response and recovery work urgently, focusedly, proactively and responsibly in accordance with the motto "3 before, 4 on-site"; well implemented the instructions of the Prime Minister, ministries and central branches; grasped the developments and situation of the storm, gave early and close instructions; strengthened inspection and supervision. Provincial and local leaders proactively organized working groups to conduct inspections at key points, sea routes and islands to direct storm prevention. The coordination and cooperation between forces was smooth, flexible, comprehensively implemented and achieved practical results.

Although it was an unprecedented storm in recent times, especially when the eye of the storm went straight into the sea and mainland of Quang Ninh province, with the drastic and proactive leadership and direction; the timely and close command, coordination and management, the efforts of the whole province and the attention and direction of the Central Government, the armed forces stationed in the area, all made efforts to minimize the unprecedented damage to people and property. Essential goods, services and production sectors were basically restored, many aspects returned to normal, some sectors changed faster than expected. The work of supporting people to overcome the consequences of storms and floods and stabilize their lives was proactively and promptly implemented.

Although the damage caused by storm No. 3 was extremely large, in natural disasters, storms and floods, urgent and difficult situations, the spirit of solidarity, the tradition of mutual love and support "The whole leaves cover the torn leaves, the less torn leaves cover the more torn leaves" has been strongly aroused. The movement to donate and support compatriots affected by storms and floods has received strong response. Many shining examples, beautiful images, imbued with the love of compatriots and comrades have contributed to arousing and spreading feelings and sharing difficulties with people in storm and flood areas, contributing to timely spiritual and material encouragement for people in localities heavily affected by natural disasters.

Through the practical developments and direction, response and overcoming of the damage caused by storm No. 3 and its circulation in the province, many lessons were pointed out by delegates at the conference. That is, disaster prevention and control must be continuously ensured early, from afar, and before there is any risk; must always review and detect the stages that need attention and consolidation; heighten vigilance, not be subjective; do not lose your composure in situations; thoroughly grasp and organize disaster prevention, control and response according to the motto "4 on-site", "putting people's health and lives first and foremost". In special situations, the operation of the leadership, command and management mechanism is of utmost importance, deciding success or failure. Must always grasp, practice and operate the mechanisms smoothly; ensure good command information, coordination... Along with that, it is necessary to mobilize the participation of the entire political system, all classes of people, and businesses; promote spiritual factors, promote the noble traditions of Quang Ninh people, unite, mobilize the combined strength to overcome difficulties and challenges. Damage recovery must be synchronous, both urgent, immediate as well as comprehensive, long-term, with urgent, short-term and long-term solutions, and allocate appropriate resources; both promote immediate social effectiveness and proactively achieve long-term, stable effectiveness.

Speaking at the conference, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, acknowledged, highly appreciated and commended the sense of responsibility, initiative and great efforts of the entire political system of the province, the armed forces, the business community, the people and the support of the central agencies and units in leading, directing, coordinating and seriously, synchronously and drastically implementing tasks and solutions in the work of preventing, responding, promptly and effectively overcoming the heavy damage caused by storm No. 3, quickly stabilizing people's lives and gradually restoring production and business activities in the province.

He also acknowledged and highly appreciated the drastic participation of the electricity, water and telecommunications sectors over the past time, who have worked tirelessly, day and night, actively, and supported Quang Ninh province to overcome the incident caused by storm No. 3. At the same time, he expressed his appreciation for the wholehearted support and assistance, both materially and spiritually, from localities across the country, from businesses and philanthropists inside and outside the province who have joined hands and wholeheartedly participated in supporting the government and people of Quang Ninh to overcome the consequences of storm No. 3 as quickly as possible.

Faced with the great damage caused by storm No. 3, in order to complete the goals and targets in 2024 and the entire 2020-2025 term, the Standing Deputy Secretary of the Provincial Party Committee requested that, in the immediate future, Party committees, authorities and localities continue to strengthen leadership, direction and administration, attaching responsibility to the heads of Party committees and authorities, especially at the grassroots level; promote the combined strength of the entire political system, armed forces, business community and people of all walks of life to most effectively implement the directions of the Central Government and the province on overcoming the consequences of storm No. 3.

Focus on building and ensuring resources to implement a number of specific mechanisms and policies to overcome damage, stabilize life and restore production and business after the storm, submit them to the People's Council at the upcoming session on September 23 with the highest quality, ensuring that immediately after the Resolution is passed and issued, it will be put into practice and people will benefit immediately. Continue to study and propose to competent authorities on mechanisms and policies to support people and organizations to restore production and business. Pay attention to immediately implementing emergency support packages to repair and build new houses to support poor households, near-poor households, and households in difficult circumstances whose houses have collapsed or been completely damaged; strive to complete in November 2024.

Conduct inspections, surveys, assessments, and synthesis of the situation of dikes, dams, old apartment buildings that have deteriorated, vulnerable locations, and places with high potential risks. Do a good job of disease prevention, treatment, environmental sanitation, water source sanitation, ensuring food hygiene and safety; environmental sanitation, garbage collection and treatment both onshore and at sea; continue to salvage sunken and wrecked vehicles due to storm No. 3 to ensure waterway traffic safety, create conditions for businesses to repair and soon put them back into service for tourists.

All levels, sectors and localities must carefully review and assess the damage caused by storm No. 3 on the growth of sectors and fields to adjust and develop economic growth scenarios for the last months of 2024 and plans for 2025 in line with the new situation, with the goal of maintaining double-digit economic growth for 10 consecutive years (2015 - 2024).

At the same time, continue to clearly inform and communicate the policies and measures of the Central Government and the province; highlight the efforts, attempts, and achievements in storm prevention, control, and recovery of all levels, sectors, localities, businesses, and people of the whole province. Proactively and strictly control cyberspace, resolutely fight against erroneous, hostile views, and false information that cause public confusion. Continue to promote the strength of national solidarity, the spirit of mutual love and affection to support and help each other in difficult times.

Regarding the tasks and solutions from now until the end of the 2020-2025 term and in the coming time, the Standing Deputy Secretary of the Provincial Party Committee requested that Party committees and authorities at all levels continue to lead and direct persistently and resolutely to successfully implement the core goals set forth in the Resolution of the 15th Provincial Party Congress and Resolution No. 20-NQ/TU of the Provincial Party Committee. At the same time, research and develop a Project to restore and reconstruct the economy after storm No. 3. In which, it is necessary to evaluate comprehensively, comprehensively and fully the impacts of damage, shortcomings, shortcomings, advantages, lessons learned... in the entire process of leadership, direction and organization of implementation of prevention, response, and overcoming the consequences of storm No. 3 and post-storm circulation.

He also requested to continue reviewing, strengthening leadership and direction of all aspects of work, natural disaster prevention and control, and climate change prevention and control. Including specific implementation measures, identifying key points, early solutions to improve prevention capacity, effectively respond to natural disaster situations to minimize damage caused; build Quang Ninh into a strong locality in both traditional and non-traditional security. Strengthen state management of planning, construction, urban management, resources, land, environmental protection, forest management, sea surface, land. Deploy and attract resources for sustainable socio-economic development in the direction of transforming development methods from "brown" to "green".

Concluding the conference, Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested the sectors and localities to urgently complete the assessment of the damage caused by storm No. 3, clarify the overall picture of the damage in the whole province, reflect the correlation of each locality, sector, and field, to both inform the socio-economic decisions, recovery and reconstruction plans after the storm, and serve as a basis for resolving policies to ensure a basis. Along with that, continue to do a good job of rescue work to ensure the fastest and earliest possible. After this storm, related sectors also need to study and complete the handbook on storm prevention, response, and response; and response to climate change and natural disasters in the coming time.

Continue to propose to the Government, ministries and central branches to amend standards and regulations to adapt to climate change; focus on investing in a number of projects to respond to climate change and rising sea levels in the current period. Report to the Government to consider increasing the level of support for organizations and individuals affected by storms and expanding the support objects to include forestry and aquatic product production and processing enterprises that enjoy support policies under Decree No. 02 of the Government; ministries and branches study debt deferral and extension in the direction of application to the tourism, service, trade and industry sectors; direct commercial banks to have policies to reduce interest rates; policies for production households that have suffered heavy damage from storms to borrow capital; propose to increase charter capital for forestry enterprises, exempt land rent for forestry enterprises and aquaculture households at sea; Direct the Vietnam National Coal and Mineral Industries Group to have a policy to extend debt repayment time for forest planting households to create conditions for households to restore production.

The province is currently focusing on building a project to restore and rebuild Quang Ninh province after the storm. The provincial People's Committee has decided to establish a working group to build this project, with the highest determination to build Quang Ninh province after the storm with a new face, more developed, especially overcoming weaknesses and promoting the province's strengths.
