General Secretary Nguyen Phu Trong, a talented, loyal, exemplary leader of our Party and State, a shining example of great personality, sharp intelligence, humane character, tolerance, love for people, lifelong struggle for the goals and ideals of the Party and the happiness of the People, loved, respected, highly appreciated by the People, and admired by international friends.

The life of General Secretary Nguyen Phu Trong is closely linked to the glorious and proud cause of innovation of our Party and people. Constantly studying and following Ho Chi Minh's ideology, morality and style, he always upholds the vanguard and exemplary character and preserves the solidarity and unity of the Party, the love for compatriots and comrades; always tightens the flesh-and-blood relationship between the Party and the people, and strengthens the great national unity bloc.

Firmly and creatively applying Marxism-Leninism, Ho Chi Minh Thought, firmly upholding national independence and socialism, firmly upholding the path of innovation, focusing on summarizing practices, Comrade Nguyen Phu Trong, together with the Central Executive Committee, supplemented and perfected the Party's theory of innovation, on socialism and the path to socialism in Vietnam; united ideology and action throughout the Party, the entire people and the entire army to successfully implement the resolutions, directives and conclusions of the Party Central Committee, bringing our country "to have never had such a foundation, potential, prestige and international position as today".

Regarding the cause of protecting national security and ensuring social order and safety, one of the consistent viewpoints in the strategic leadership of comrade Nguyen Phu Trong is to firmly grasp the situation, absolutely not to be passive or surprised, especially in terms of strategy; to create a clear change in social order and safety, for the peaceful and happy life of the people; to always maintain and strengthen the leadership of the Party " regardless of the circumstances and conditions, we must always adhere to the principle of the Communist Party of Vietnam's absolute and direct leadership in all aspects over the People's Public Security. This is an objective and inevitable requirement of the cause of protecting security and order " [1 ] .

He also paid great attention to directing the work of building and perfecting laws on security and order, emphasizing many times: "In the conditions of the ruling Party, the Party's policies and viewpoints on the tasks of protecting security and order must be institutionalized in legal documents and implemented through state management mechanisms" [ 2 ]

In order for the People's Public Security force to successfully complete all political tasks and be worthy of being a reliable support for the Party, State and People, General Secretary Nguyen Phu Trong, member of the Standing Committee of the Central Public Security Party Committee, pays special attention to directing the work of building a truly clean and strong People's Public Security force, strengthening political and ideological education, fostering communist ideals, cultivating Marxist-Leninist theory and Ho Chi Minh thought, taking building political mettle and absolute loyalty to the Party and the Fatherland as the goal of education and training.

He advised the People's Public Security force: "Always remember, engrave in your mind and carry out the truth: "Forget yourself for the country, serve the people; "As long as the Party exists, we exist"; Honor is the most sacred and noble thing" [ 3 ] ; "Each police officer and soldier must constantly train according to Uncle Ho's Six Teachings; uphold the pioneering spirit, exemplary spirit, sense of responsibility before the Party and the People;... must always keep oneself clean and steadfast;... under no circumstances must one abuse one's power to infringe upon the democratic rights of the People" [ 4 ] .

From the practical revolutionary activities, Comrade Nguyen Phu Trong clearly saw the great role of the masses in the cause of protecting security and order. He always reminded the People's Public Security force to be closely attached to the People, to make the People trust the Public Security more and more, to help the Public Security more and more, and emphasized: "Always keep in mind the teachings of beloved Uncle Ho: "Our Public Security is the People's Public Security, serving the people and relying on the people to work...", "must be truly loyal, respectful, and loving to the people", must be closely attached to the People, respect the People, be polite to the People, rely on the People, listen to the People's opinions, protect the People's interests, and build a peaceful social environment for the People's lives" [ 5 ] .

Imbued with the teachings of beloved Uncle Ho, “The Police and the Army are the two arms of the People, of the Party, of the Government, of the proletarian dictatorship. Therefore, we must unite closely with each other and help each other” [ 6 ] , he always cared for and strengthened the solidarity, the relationship of coordination and combat coordination between the People’s Army and the People’s Police and advised: “The Army and the Police must be the two core forces, truly the “sword” and the “shield”, the two wings of a bird, protecting and preserving peace, stability and developing the country. Therefore, we must constantly strengthen the relationship of solidarity and close attachment between the People’s Police and the People’s Army, coordinating smoothly to carry out national defense and security tasks, serving the development of the country” [ 7 ] .

Under the leadership of the Party and State, thoroughly grasping and seriously implementing the direction and instructions of the General Secretary, the entire People's Public Security force is a united bloc of will, combining ideology and action; together with the solidarity between the People's Public Security and the People's Army and ministries, branches, and localities; solidarity and international cooperation with security and order partners, creating great strength to help the Public Security force overcome all difficulties and hardships; continuing to promote the glorious heroic tradition of generations of predecessors; truly being beloved children of the People, born from the People, serving the People; excellently completing the task of protecting national security, ensuring social order and safety.

The achievements and feats of the Public Security force have been recognized by General Secretary Nguyen Phu Trong, who affirmed: “Regardless of the time, even in difficult and challenging times, the Public Security force always demonstrates absolute loyalty to the Party, the Fatherland and the People; steadfastly and steadily performs well its advisory function to the Party and the State, closely coordinates with all levels, sectors and localities, especially closely coordinates and coordinates with the People's Army to firmly protect independence and sovereignty, maintain national security, social order and safety, protect the peaceful life of the People, create a peaceful and stable environment for national construction and development” [ 8 ] . The directions of General Secretary Nguyen Phu Trong on the cause of protecting national security and ensuring social order and safety will continue to be promoted by the People's Public Security force in all areas of work, combat and building a truly clean, strong, disciplined, elite and modern People's Public Security force.
