Continuing the working program of the 7th Session of the 15th National Assembly, on the morning of June 3 at the National Assembly House, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong chaired the plenary session in the hall, discussing the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended).

There were 19 National Assembly delegates speaking and 1 debate. With a lively, democratic, objective and informative discussion atmosphere, the opinions all had clear, profound and comprehensive political, legal and practical bases, demonstrating the delegates' high concern and responsibility for the draft law.

Discussing at the meeting, the majority of delegates agreed on the necessity of amending the Law on Management and Use of Weapons, Explosives and Supporting Tools to fully and promptly institutionalize the Party's guidelines and policies, the State's policies and laws on strengthening the management and use of weapons, explosives and supporting tools; reforming administrative procedures, cutting unnecessary paperwork to ensure compliance with reality, creating favorable conditions for agencies, organizations and people; creating a solid legal corridor in state management and preventing and combating crimes and violations of the law in this field; and at the same time overcoming shortcomings, limitations and obstacles in the process of implementing and applying the Law in the past.

Participating in the discussion, delegate Tran Khanh Thu, National Assembly Delegation of Thai Binh province expressed his agreement and said that the scope of the draft law is appropriate, basically inheriting the Law on Management and Use of Weapons, Explosives and Support Tools of 2017. At the same time, it ensures clear regulations on the principles of responsibility of agencies, organizations and individuals in the management and use of weapons, explosives, explosive precursors and support tools, in order to protect national security, ensure social order and safety, protect human rights, civil rights, serve socio-economic development, demonstrate Vietnam's goodwill in implementing international treaties on preventing and combating illegal trafficking of weapons, counter-terrorism and weapons of mass destruction to which Vietnam is a member.

Participating in some specific contents, the delegate said that the provisions of the law on the interpretation of terms on support tools have many overlapping points with the provisions on military weapons. The failure to clearly distinguish between these two concepts leads to difficulties in determining the application of management policies for weapons and support tools. The Drafting Committee is requested to review the provisions on these two concepts to clearly distinguish between military weapons and support tools; agree with the provision that high-damage knives are primitive weapons. However, the delegate recommended that the Ministry of Public Security must have a circular with specific regulations to avoid unjust handling of cases of using knives for labor, production, and household activities, and it is necessary to specifically distinguish the types of knives classified as primitive weapons based on criteria such as sharpness, size, and high damage in the list issued by the Ministry of Public Security, and there should be clear regulations on violations; Propose to amend the regulations on agencies, organizations, and individuals managing and using weapons, explosives, explosive precursors, and supporting tools to ensure full compliance with the prescribed conditions to ensure coverage of all subjects governed by the law; propose to have more specific regulations on the organization, regulations, order, and procedures of units permitted to dig and search for weapons, explosives, etc.

Earlier in the morning, the National Assembly listened to the presentation and report on the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.

In the afternoon, under the direction of Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Guards.

The National Assembly deputies who participated in the discussion expressed their agreement with the amendment and supplementation of a number of articles of the Law on Guards to meet practical requirements after 5 years of implementation; thoroughly grasp and concretize the Party's viewpoints, guidelines and policies on building and perfecting the legal system on guarding; overcoming shortcomings and limitations; creating favorable conditions for implementing guarding work; creating a complete legal basis; ensuring consistency and unity in the legal system regulating guarding work; building a regular, elite, modern and internationally integrated guarding force. In addition, the deputies participated in a number of contents of the draft such as supplementing the explanation of the "guarding regime"; supplementing regulations related to guarding measures; on guarding subjects; amending regulations on arranging guarding forces; supplementing regulations on hiring forces, means and technical equipment to perform guarding work; on special protection certificates, etc.
