On the morning of June 5, Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Standing Committee of the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense, chaired a meeting with the General Department of Logistics and relevant agencies and units on administrative procedure reform in the barracks sector.
In recent times, the reform of administrative procedures in the field of barracks has always been led and directed by the Party Committee and the General Department of Logistics, determined as an important breakthrough in building a comprehensively strong agency and unit, "exemplary model", achieving positive results.
Based on the administrative reform plans of the Ministry of National Defense, the General Department of Logistics has directed the Barracks Department to develop, issue and deploy an implementation plan suitable to the actual situation, in many forms. Facilities, working conditions, especially information technology infrastructure, have been invested in, creating favorable conditions for implementation.

The General Department of Logistics has implemented and implemented internal administrative procedure reform, shortened processing time at intermediate stages, reduced unnecessary paper documents, and gradually transformed digitally in management, direction, and operation. At the same time, it has deployed training and guidance for officers and employees to use shared software of the Ministry of National Defense and the barracks sector.
Thanks to that, procedures and documents are simplified, reducing time and costs for the implementing subjects. In 2022 and the first 5 months of 2023, the Barracks Department reviewed nearly 6,000 documents, issued in accordance with the correct order, procedures, authority and format; received and processed more than 23,600 official dispatches and documents in accordance with regulations; the rate of full-text electronic documents issued (non-confidential) using digital signatures reached 100%; all types of military administrative documents are executed on the military data transmission network, ensuring speed and accuracy; reviewed, revised and standardized the form of reports on barracks work results sent to logistics agencies and units throughout the army for unified implementation, data is updated and reported via software, helping to shorten the synthesis time.

Concluding the meeting, Senior Lieutenant General Le Huy Vinh acknowledged the results that the General Department of Logistics has achieved in reforming administrative procedures in the barracks sector.
To continue to improve the efficiency and quality of work, meeting requirements and tasks, Senior Lieutenant General Le Huy Vinh requested the General Department of Logistics, directly the Barracks Department, to continue to thoroughly grasp and strictly implement the direction of the Government and the Ministry of National Defense on administrative procedure reform associated with digital transformation, considering this a key and regular task, a breakthrough in improving the quality of 3 areas: Construction of barracks; ensuring and managing barracks, managing defense land and housing policies for families of military officers.
The General Department of Logistics needs to regularly pay attention to directing, urging, inspecting and supervising administrative procedure reform more drastically. Proactively study new contents in draft laws for amendments and supplements and propose to competent authorities to perfect institutions related to the barracks industry.
Promote decentralization and delegation of authority to subordinate units; review, evaluate, restructure, and optimize the process of handling barracks procedures; cut down on steps, components of documents, requirements, and conditions that are not really necessary; shorten processing time; review all administrative procedures of the barracks sector, on that basis propose to competent authorities to amend, supplement, replace, and abolish documents and regulations that are no longer appropriate. At the same time, research and build a barracks sector database to serve the management, direction, and operation, meeting the requirements of digital transformation of the barracks sector in the Ministry of National Defense.
