Van Quan is a mountainous district facing many difficulties in Lang Son province. In recent years, all levels and sectors have implemented many solutions to invest in building infrastructure to serve the socio-economic development of ethnic minority and mountainous areas. Typically, in recent years, the focus has been on implementing Project 4 - Investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas and public service units in the ethnic sector under the National Target Program 1719.

In 2024, from the capital of the National Target Program 1719, Van Quan district was allocated resources to implement 17 projects, with a total investment of over 81 billion VND. Of which, there are 7 transitional projects, with a total investment of over 45 billion VND, 10 newly started projects, with a total investment of 36 billion VND. The main investment projects are roads, schools, medical stations, markets, irrigation canals... in extremely difficult areas in the district.

Ms. Hua Phong Lan, Vice Chairman of Van Quan District People's Committee, said: The implementation of infrastructure construction is very important for the overall socio-economic development of people in ethnic minority and mountainous areas. Clearly identifying the importance of infrastructure construction, as soon as allocating resources, the District People's Committee directed specialized agencies to closely coordinate with the People's Committees of communes, quickly preparing steps to urgently start construction of the projects.

Mr. Dam Duc Thuan, Director of the Van Quan District Construction Investment Project Management Board, said: Following the direction of the District People's Committee, the unit has quickly started implementing the steps to implement the works and projects. For transitional projects, taking advantage of favorable weather days, the investor unit directed the contractor to mobilize maximum human resources and machinery to focus on accelerating the project progress. For newly started projects, the unit proactively coordinated with the People's Committees of communes to review, promote propaganda, mobilize, implement steps to clear the ground, prepare for investment so that the projects can quickly start construction.

Thanks to the close attention and direction of the District People's Committee, the initiative and urgency of specialized agencies and People's Committees of communes and construction units, the implementation of infrastructure projects under the National Target Program 1719 in Van Quan district has achieved positive results, thereby creating favorable conditions for people's lives and production development. A typical example is the implementation of the construction of the Na Ten - Na Pai road in An Son commune.

Mr. Nong Tran Canh, Chairman of An Son Commune People's Committee, said: An Son Commune has a large, fragmented terrain, and traffic infrastructure in some villages still faces many difficulties. In 2023-2024, from the capital of the National Target Program 1719, the commune received attention from the State to invest in building the Na Ten - Na Pai road about 3 km long, which has now been completed. The completed road creates favorable conditions for travel and daily activities of people in the two villages of Doan Ket and Coc Phuong, An Son Commune.

Talking about the advantages of the new road, Mr. Dinh Van Dien, Doan Ket village, An Son commune shared: Previously, the road was a winding, narrow dirt road, making it very difficult for people to travel, especially during the rainy season. With the investment of the State, the 3 km long, 3 m wide road with solid, clean concrete has been completed, creating favorable conditions for people to travel and develop production in the village. The people in the village are very happy, excited and have more important motivation to focus on economic development and improve their lives.

Along with the traffic route in An Son commune, in 2024, from the capital source of the National Target Program 1719, Van Quan district has implemented the renovation and upgrading of Tri Le market. Mr. Hoang Van Chung, Vice Chairman of Tri Le Commune People's Committee, said: Around 2006, Tri Le market was invested in construction. However, up to now, the project has degraded, not meeting the business and trading activities of the people.

Faced with that reality, in 2024, from the capital of the National Target Program 1719, the district invested in renovating and upgrading Tri Le market to be larger and more solid... Up to now, the construction project has achieved over 60% progress and is expected to be completed in 2024. When completed and put into use, the project will serve the business and trading needs of people in Tri Le commune and neighboring communes, thereby promoting trade and socio-economic development in the area.

In addition to the above 2 projects, currently in Van Quan district, there are 15 projects under the National Target Program 1719 funding, of which 5 projects have been basically completed and 10 projects are under construction. At this time, taking advantage of favorable weather in the last months of the year, the investor is requesting the construction unit to synchronously deploy solutions to speed up the progress of the projects such as: mobilizing maximum human resources and machinery; organizing construction in 3 shifts, 4 teams; flexible construction measures, parallel implementation of items...

Thereby, quickly completing the projects and putting them into use. With the current results, the implementation of Project 4 on infrastructure construction is a bright spot in the implementation of the National Target Program 1719 in Van Quan district.

2024 is a very important year for implementing the specific goals and tasks of the national target programs in general, including the National Target Program 1719 Phase I: from 2021 to 2025. Therefore, Van Quan district is currently focusing on implementing the program, focusing on building infrastructure, supporting the construction of production development models, increasing income, and improving the lives of local people.
