Prime Minister Pham Minh Chinh: Integration for Vietnam to catch up, progress together and surpass

On the evening of April 7, concluding the online conference of the Prime Minister and ministries, branches, associations, enterprises with Vietnamese representative agencies abroad, Prime Minister Pham Minh Chinh requested Vietnamese representative agencies abroad to strengthen the connection between Vietnam's economy and Vietnamese enterprises with other countries to better adapt to the situation, proactively adapt to the new situation of international trade, implement Resolution 59-NQ/TW dated January 24, 2025 of the Politburo and the article of General Secretary To Lam on international integration in the new situation.

At the conference, delegates assessed the trade situation, international market developments and reactions and measures of countries after the United States announced new tariff policies.

Delegates also presented the economic and trade cooperation situation between Vietnam and other countries; opportunities and challenges for Vietnamese goods and enterprises to take advantage of the host country's market in the current context; and some specific recommendations and solutions to expand Vietnam's trade and investment market at present and in the long term.

Delegates said that along with continuing negotiations with the US to promote sustainable trade cooperation, Vietnam needs to continue diversifying products and supply chains; improving product quality, better meeting the needs of many markets, avoiding dependence on a few specific markets; more effectively exploiting the 17 signed Free Trade Agreements (FTAs) and continuing to negotiate and sign additional FTAs ​​with new partners, including the US.

Along with that is the encouragement and promotion of domestic consumption, more effective distribution and consumption of Vietnamese goods at home.

Vietnamese representative agencies in many countries said that these countries have a lot of potential and demand to import more Vietnamese products.

Enterprises propose that the State have policies to support enterprises in promoting products, finding markets and overcoming difficulties and challenges when the market fluctuates.

Concluding the conference, thoroughly grasping the content of Resolution 59 of the Politburo, the Prime Minister said that Resolution 59 and the article of General Secretary To Lam on international integration in the new situation demonstrate the spirit of breakthrough and international integration to rise up.

The resolution and the article also affirm the policy of building an independent, self-reliant, proactive economy, actively integrating deeply, substantially and effectively into the international community; identifying international integration as an important and regular task; in international integration, we must both cooperate and struggle, respect the principles of the United Nations Charter and international law; integrate so that Vietnam can catch up, progress together and surpass.

According to the Prime Minister, the whole country is currently implementing the "strategic quartet" along with Resolution 59 of the Politburo on international integration in the new situation, which is to implement Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation, creativity and digital transformation; reforming and rearranging the apparatus of the political system, rearranging local administrative units; strongly developing the private economy, taking the private economy as the most important driving force for growth.

To implement this "strategic quartet", the Government has been focusing on implementing three strategic breakthroughs: a breakthrough in perfecting institutions and laws; a breakthrough in developing infrastructure; and a breakthrough in administrative reform and human resource training, with the motto "open institutions, smooth infrastructure, smart human resources."

The Prime Minister requested that Vietnamese representative agencies abroad grasp the situation and local markets, propose Vietnam's tasks and solutions to other countries; especially connect Vietnam's economy with other countries and regions and connect Vietnamese enterprises with foreign enterprises; support enterprises in cooperation and business; regularly exchange with ministries, sectors, industries and enterprises of other countries.

Ministries, branches and localities must, together with the Government, effectively carry out tasks and solutions on market expansion, planning, orientation, mechanisms, policies, laws, capital support, land, copyright protection, intellectual property, trade defense, etc., to help businesses develop.

Enterprises unite and coordinate with ministries, branches, localities, especially Vietnamese representative agencies abroad to improve product quality, apply science and technology, innovate packaging and product designs; restructure products, markets, and supply chains to expand markets, avoid dependence on certain markets, and promote production and business.

Faced with the US's application of a new tariff policy, the Prime Minister requested to remain calm and steadfast in pursuing an independent, self-reliant, diversified, and multilateral foreign policy; to be a good friend and reliable partner of all countries; to protect independence, sovereignty, and territorial integrity; to build an independent, self-reliant, proactive economy; to actively integrate deeply, substantially, and effectively into the international economy.

Emphasizing the need for balanced and sustainable cooperation with the United States for the benefit of both sides, the Prime Minister requested adaptive solutions that are both immediate and long-term; both direct and indirect; both comprehensive, strategic and specific; both focused and comprehensive through tariff and non-tariff policies; through all channels, through political, diplomatic, economic and trade solutions; taking into account the overall picture of Vietnam's foreign economy and not affecting other markets.

The United States is Vietnam's most important export market but not the only one, there are many other important markets.

The Prime Minister noted that it is necessary to exploit more effectively the 17 signed Free Trade Agreements (FTAs) and continue to negotiate and sign additional FTAs ​​with new partners, including the United States.

The Prime Minister requested relevant parties to continue ensuring macroeconomic stability, proactively, promptly, flexibly, harmoniously and effectively operating fiscal and monetary policies; controlling inflation well; ensuring major balances; strengthening the fight against trade fraud, especially against the import of goods from third countries for export to the United States; and having policies to support businesses facing difficulties, especially those with major impacts through tax, fee, charge reductions and credit packages.

Emphasizing that it is necessary to ensure three strategic goals: “political stability, social order and safety, and people's security; rapid and sustainable development; and increasingly happy and prosperous people's lives,” the Prime Minister pointed out, “The Party has led, the Government has unified, the National Assembly has agreed, and the people have supported; we only discuss and do, not retreat.”

Prime Minister Pham Minh Chinh hopes and believes that Vietnamese representative agencies abroad, ministries, sectors, and enterprises will unite, "value time, promote intelligence", "think deeply, do big things", "not say no, not say difficult, not say yes but do not do", "say what you say, do it, commit to implement it effectively and practically", contributing to the whole country achieving the growth target of 8% in 2025.

From there, we will create momentum, force, and position for the country to achieve double-digit growth in the coming time, towards the two 100-year goals, bringing our country into a period of rising to become rich, civilized, prosperous, and becoming a developed, high-income country by 2045./.
