Prime Minister emphasizes 8 points of further progress in Vietnam-Korea cooperation

Prime Minister Han Duck Soo affirmed that Vietnam is a key partner in implementing foreign policies in the region, including the Indo-Pacific Strategy and the ASEAN-Korea Solidarity Initiative (KASI); assessed Vietnam as Korea's largest partner in development cooperation, third largest partner in trade and largest investment partner of Korea in ASEAN.

Prime Minister Pham Minh Chinh thanked Prime Minister Han Duck Soo and the Korean Government for the warm, respectful and thoughtful reception given to the high-ranking Vietnamese delegation; and expressed his joy at the remarkable development achievements that have created the "Miracle on the Han River" of the country and people of Korea.

Prime Minister Pham Minh Chinh respectfully conveyed the greetings of General Secretary Nguyen Phu Trong and senior leaders of Vietnam to Prime Minister Han Duck Soo. Prime Minister Pham Minh Chinh affirmed that Vietnam supports the development policies and goals of the Republic of Korea, including the “Global Key Country” policy, and wishes to develop the Comprehensive Strategic Partnership between the two countries in a practical, effective and long-term manner.

At the talks, the two leaders reviewed the achievements and substantive progress of the bilateral relationship since its upgrade to Comprehensive Strategic Partnership in December 2022; discussed in depth major orientations and specific measures to promote the Comprehensive Strategic Partnership to develop more strongly and substantively.

Prime Minister Pham Minh Chinh emphasized eight points of progress after the two countries upgraded their relations, including political trust, trade, investment, tourism, people-to-people exchange, science and technology cooperation, labor, local cooperation, cooperation in regional and international issues, and asked Prime Minister Han Duck Soo to pay attention to directing five priorities for cooperation implementation in the coming time.

The two sides agreed to closely cooperate to promote delegation exchanges, high-level contacts and all-level contacts through Party, State, Government, National Assembly channels and people-to-people exchanges to further enhance political trust and mutual understanding, creating a foundation to promote and expand bilateral cooperation in all fields; reach a common understanding on enhancing substantive cooperation in the fields of defense and security; coordinate to implement cooperation agreements between the two countries, including effectively implementing the "Action Program to Implement the Vietnam - Korea Comprehensive Strategic Partnership".

The two sides agreed that the economy is an important pillar in bilateral cooperation; affirmed the need to closely coordinate to implement practical measures, soon complete the goal of increasing bilateral trade turnover to 100 billion USD by 2025 on the occasion of the 10th anniversary of the signing of the Vietnam - Korea Free Trade Agreement (VKFTA) and towards the goal of 150 billion USD by 2030 in a balanced and sustainable manner; agreed to direct ministries and branches to speed up procedures to be able to announce the opening of the market for Vietnamese grapefruit and Korean melon in 2024.

Prime Minister Han Duck Soo said that creating favorable investment conditions is necessary for sustainable trade and investment expansion, enhancing cooperation in the field of future industry, and start-up cooperation between small and medium enterprises of the two countries; proposed that Vietnam actively support resolving difficulties of Korean enterprises in Vietnam; affirmed that it will expand support for Vietnamese enterprises to participate more deeply in the production supply chain led by Korean enterprises in Vietnam, and suggested that the two sides strengthen cooperation in promoting investment by Korean enterprises to build a stable core mineral supply chain.

Emphasizing that Korea continues to consider Vietnam an important strategic partner in development cooperation, the Korean Prime Minister said that Korea prioritizes supporting Vietnam in training human resources in the industrial sector through non-refundable development assistance from the Korea International Cooperation Agency (KOICA); commits to further expanding the scale of non-refundable aid for areas such as public administration development, e-government, education, research and development; said that it will continue to increase the quota for receiving Vietnamese workers; support the second phase of the Vietnam-Korea Institute for Research and Development (VKIST) Project. Thanking Prime Minister Pham Minh Chinh for his invitation to visit Vietnam and attend the Partnership for Green Growth and the Global Goals 2030 (P4G) Summit in April 2025, the Korean Prime Minister affirmed that Korea will support Vietnam in successfully organizing this Conference.

Prime Minister Pham Minh Chinh suggested that Korea continue to open its doors further to Vietnam’s strong products such as processed foods, agricultural and aquatic products, and seasonal fruits; encourage Korean enterprises to expand investment in Vietnam, especially in the fields of LNG, digital economy, green economy, circular economy, semiconductors, renewable energy, biotechnology, and artificial intelligence (AI); and strengthen the construction of research and development centers in Vietnam.

Prime Minister Han Duck Soo thanked Prime Minister Pham Minh Chinh for twice chairing dialogue conferences with Korean enterprises, contributing to removing difficulties and creating favorable conditions for Korean enterprises to do business and invest in Vietnam.

The two sides agreed to enhance cooperation in culture, tourism, education and people-to-people exchanges. Prime Minister Pham Minh Chinh proposed that the Korean Government support the early opening of the Vietnamese Consulate General in Busan in 2024 and the establishment of a "Vietnamese Cultural Center in Korea"; simplify visa procedures and move towards visa exemption for Vietnamese citizens entering Korea, contributing to promoting tourism cooperation between the two countries; strengthen cooperation between localities of the two countries, effectively implement the "Meet Korea" mechanism in Vietnamese localities; provide more scholarships for Vietnamese students to study in Korea; and propose that the Korean Government continue to support and create more favorable conditions for the Vietnamese community to feel secure and settle down in Korea for a long time.

During the talks, the two Prime Ministers discussed international and regional issues of mutual concern; agreed to cooperate closely at regional and international multilateral mechanisms such as the United Nations and ASEAN. The two leaders shared a common vision on ensuring security, safety, freedom of navigation and aviation in the East Sea; emphasized support for resolving disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea. Prime Minister Pham Minh Chinh affirmed that Vietnam consistently supports denuclearization, promoting dialogue, peace, stability, cooperation and development on the Korean Peninsula.

Immediately after the talks, Prime Minister Pham Minh Chinh and Prime Minister Han Duck Soo issued a joint press release on the results of the talks and witnessed the handover ceremony of nine cooperation documents between ministries, branches and agencies of the two countries in the fields of economics, trade, investment, education, development cooperation, exchange of startup ecosystems, competition and consumer protection.
