At the meeting, delegates discussed and gave opinions to continue to supplement and complete: Draft Resolution of the Politburo on breakthroughs in public health care to meet the requirements of national development in the new era (chaired by the Ministry of Health ); Draft Resolution of the Politburo on breakthroughs in the development of modern national education and training (chaired by the Ministry of Education and Training).
Speaking at the meeting, Party Secretary and Prime Minister Pham Minh Chinh welcomed, highly appreciated and requested the presiding agencies to continue reviewing, studying, absorbing and explaining the directions of the Politburo, General Secretary To Lam, Standing member of the Secretariat, and opinions of members of the Standing Committee of the Government Party Committee to continue perfecting the drafts, documents and submissions in accordance with regulations.
The Prime Minister stated that the promulgation of these resolutions must be placed within the overall "pillar" resolutions that the Politburo has issued and will issue in the coming time, as well as within the overall general mechanisms and policies in all fields, while at the same time having appropriate separate mechanisms and policies.
Regarding the draft Resolution of the Politburo on breakthroughs in strengthening the protection, care and improvement of people's health, the Prime Minister said that the new Resolution needs to continue to specify Resolution 20-NQ/TW dated October 25, 2017, the 6th Central Conference of the 12th tenure on strengthening the protection, care and improvement of people's health in the new situation.
With the requirement to shift from passive medical examination and treatment to caring for and protecting people's health even before they have the disease, the Prime Minister emphasized that from recent practice, especially experience in preventing and fighting the COVID-19 pandemic and referring to international experience, it is necessary to clearly identify breakthroughs in preventive medicine, primary health care (including facilities, equipment, drugs, vaccines, medical supplies, etc.), breakthroughs in human resources; breakthroughs in organizing the health system; breakthroughs in improving medical ethics; breakthroughs in improving people's physical fitness; building a database and deploying electronic health records; implementing universal health insurance coverage.
The Prime Minister noted reviewing, training, and preparing human resources based on specific data; calculating resources; proposing mechanisms and policies, especially promoting public-private partnership; organizing implementation according to the functions, tasks, and powers of all levels, sectors, and agencies to ensure feasibility and effectiveness.

Regarding the draft Resolution of the Politburo on breakthroughs in developing modern national education and training, the Party Secretary and Prime Minister stated that the Resolution needs to continue to concretize the Resolutions, conclusions, and directions of the Central Committee, the Politburo, and the Secretariat on education and training, identify breakthroughs, overcome limitations and shortcomings that have been pointed out, and serve the goals and strategic visions for national development by 2030 and 2045.
The Prime Minister noted institutional breakthroughs to mobilize resources with the view that institutions are resources and driving forces; ensuring sufficient quantity and quality of teachers with regulations on standards, norms, and processes; training learners to become global citizens, comprehensively developed, patriotic, loving compatriots, and responsible; having standards and norms on facilities to ensure minimum requirements, aiming for modernity and prioritizing remote, border, and island areas; researching the establishment of scholarship funds; innovating smart management systems, strengthening post-inspection, strictly controlling output, and making breakthroughs in university management...
