At the conference, the Prime Minister requested the entire sector to continue building advanced and modern education programs; improve quality with the spirit of "real learning, real exams"; focus on infrastructure investment; diversify training professions to meet the labor market; and at the same time pay attention to and handle school violence.

The Head of Government also requested localities and educational institutions to carefully prepare conditions for the new school year, especially organizing the opening ceremony in a solemn, cozy, neat, effective and joyful manner.

The conference is held in a combination of in-person and online formats.

In Ca Mau , the conference was attended by Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province Huynh Quoc Viet; Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan.

In his opening speech, Minister of Education and Training Nguyen Kim Son affirmed that the 2024-2025 school year is a pivotal year, marking an important turning point when completing the implementation cycle of the 2018 General Education Program (GEP) in all grades. The entire sector has made efforts to overcome difficulties, achieved many outstanding results, clearly demonstrating the determination to fundamentally and comprehensively innovate education and training.

The quality of education continues to improve.

According to the Ministry of Education and Training, in the 2024-2025 school year, the national education system will have nearly 40,800 facilities with more than 23.2 million students and over 1.27 million teachers. The rate of children attending school is 72.7%; primary education at the right age is 99.7%; 100% of provinces and cities maintain universal primary and secondary education standards.

By June 2025, 65% of general education institutions will meet national standards, and 214 universities will meet domestic and international standards. Vocational education will enroll over 3.4 million people in 2024 and in the first 6 months of 2025, more than 80% of graduates will have jobs.

In particular, in 2025, for the first time, the High School Graduation Exam will be held according to the 2018 General Education Program, with a graduation rate of 99.25%, and the exam will take place safely and objectively.

Many limitations need to be overcome

The implementation of the 2018 General Education Program still shows shortcomings; many localities lack teachers, the quality of staff is not consistent between regions. The work of reviewing and arranging the school network is not reasonable, and facilities and teaching equipment are still lacking.

Moral education, lifestyle, and life skills for students have not achieved the desired results; school violence and food insecurity in schools still occur. In the field of vocational education, the scale is still small, the structure of occupations and training levels are not suitable, and the quality and effectiveness of training are not high.

Breakthrough in educational innovation

The 2025-2026 school year is the first year to implement important resolutions: Resolution of the 14th National Party Congress ; Resolution of the National Assembly on the 5-year socio-economic development plan (2026-2030); Resolution of the Politburo on breakthroughs in education and training development; Law on Teachers; and resolutions on tuition exemption and support and universalization of preschool education for children aged 3-5.

The education sector has identified the theme of the school year as “Discipline – Creativity – Breakthrough – Development”, with 10 key tasks: Perfecting institutions, improving the effectiveness of school management and administration; innovating and improving the quality of preschool, general and continuing education; ensuring fairness in access to education; developing the team of teachers and managers; strengthening facilities, mobilizing social resources; innovating political education, ethics, national defense – security, physical education and school health; improving the quality of human resource training, linking research with innovation; promoting international integration; promoting digital transformation, administrative reform; effectively implementing emulation movements and communication work throughout the sector.
