This afternoon, March 28, the Ministry of Education and Training held an online conference with the Departments of Education and Training, in which the important content was the implementation of Circular 29 on the management of extra teaching and learning.

Improve the quality of formal school hours

Mr. Thai Van Tai, Director of the General Education Department (Ministry of Education and Training), said that through reports from the Departments of Education and Training, inspected educational institutions, and direct opinions from teachers, managers, and parents recorded at working sessions with the Ministry of Education and Training, all affirmed the correctness of managing extra teaching and learning activities, helping educational institutions have direction in implementation.

According to Mr. Tai, most localities affirm that if Circular 29 is implemented synchronously and persistently, it will certainly improve the quality of formal teaching.

For students, according to Mr. Tai, the Circular limits the widespread and illegal extra teaching and learning. Students have more time to spend on family bonding activities; have more opportunities to study and supplement content that is not included in the subject program but is required by real life.

Mr. Tai also said that many teachers reported that the implementation of Circular 29 has contributed to restoring the dignity of the profession and the position of teachers...

Mr. Tai reported that many localities have taken timely action. Some localities strictly inspected and handled teachers who violated the regulations on extra teaching and learning, such as Bac Giang. Meanwhile, Hai Phong has included in the local draft a regulation that after 7:30 p.m., extra teaching and learning activities (even if they are in accordance with regulations) cannot take place...

However, the delay in issuing guidance documents by some localities has caused confusion in implementing regulations on extra-curricular teaching, making some teachers who need extra teaching confused and worried.

Many schools, due to not fully understanding the circular, suddenly stopped extra classes in schools, affecting the psychology of students and parents, causing conflicting opinions.

Up to now, Mr. Tai said, there are still 8 provinces nationwide that have not reported to the Ministry on the implementation of Circular 29 on extra teaching and learning, and need to be severely criticized.

'Ending extra teaching and learning is an order'

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said: In the coming time, to effectively implement Circular 29 as well as improve the quality of education, it is necessary to synchronize professional solutions, innovate teaching methods of teachers, innovate testing and evaluation methods, innovate test making methods, guide students to self-study, guide the application of information technology in management, teaching, application of artificial intelligence, AI... so that students are the beneficiaries.

According to Mr. Thuong, the Ministry of Education and Training has a channel for receiving and reflecting, including receiving petitions from parents about the disguised forms of extra classes and tutoring, and reporting, verifying, and handling them.

"Ending extra teaching and learning is no longer a command, but must become a command of our entire industry. It is a command of responsibility, a command for the quality of students, a command to educate students to develop comprehensively, to bring education back to its original principles, and to give back childhood to students," Mr. Thuong emphasized.

However, Mr. Thuong acknowledged that this is a job with many difficulties, because it has happened many times.

"There are teachers who think that extra teaching is a normal activity in class, many parents are used to it, now that strict management is inevitable, it will be difficult," Mr. Thuong said, but reaffirmed that this must be an order.

"Rampant private tutoring has reached the red line. We must be determined, united, and strict with violations, not lax or compromising," Mr. Thuong resolutely said.
