Commenting on this content, according to delegate Duong Van An - Head of the National Assembly Delegation of Binh Thuan province, the Government's Proposal on adjusting the investment policy of the Ka Pet Reservoir Project proposed that the National Assembly allow the application of a special mechanism, which is to assign the People's Committee of Binh Thuan province to decide on investment and organize implementation according to the order, procedures, and authority to implement group A projects managed by the provincial level according to the law on public investment so that the project can be completed soon.

According to calculations, if the National Assembly agrees to this special mechanism, the total project implementation time will be shortened by 24 months and completed in 2025. If implemented according to the procedures of an important national project, approved by the National Assembly and decided by the Prime Minister for investment, an additional 24 months must be added. Thus, the project cannot be completed in 2025, leading to difficulties in allocating capital to implement the project in the next phase. On the other hand, the application of the special mechanism has also been allowed by the National Assembly to be implemented for a number of important national projects. Binh Thuan is a dry province, the sooner the construction of Ka Pet Lake is carried out, the more beneficial it will be for the people. Therefore, the delegates highly agreed to propose that the National Assembly approve the investment policy of the Ka Pet Reservoir Project according to the Government's Proposal and the Review Report of the Committee on Science, Technology and Environment on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province...

Commenting on the proposal to adjust the implementation time of the Ka Pet Reservoir Project, Deputy Head of the National Assembly Delegation of the province Nguyen Huu Thong said that the project is delayed for many reasons. In particular, the project implementation time is the time when the whole country as well as Binh Thuan province are focusing on preventing and fighting the Covid-19 pandemic. Therefore, in order to effectively implement the project and make more efficient use of public investment resources, delegate Nguyen Huu Thong agreed to propose that the National Assembly allow adjusting the project completion time to the end of 2025 along with adding a special mechanism. Thereby, shortening the time to carry out administrative procedures, speeding up the implementation progress and disbursement of public investment capital, meeting the need for project investment.

Provincial National Assembly Delegate Dang Hong Sy also expressed his high agreement to propose the National Assembly to approve the investment policy of the Ka Pet Reservoir Project according to the Government's Submission with 3 recommendations. Specifically, allowing the adjustment of the investment policy of the Ka Pet Reservoir Project; allowing the extension of the implementation period and disbursement of the 2016 central budget reserve fund until December 31, 2023 for the project; considering allowing the project to be implemented under a special mechanism of assigning the Chairman of the Binh Thuan Provincial People's Committee to approve the project... Thereby, contributing to speeding up the project implementation progress, soon ensuring water sources for daily life and production for people, especially ethnic minority areas of the province to develop the local socio-economy.

At the group discussion session, the National Assembly delegates of Group 14 expressed their high consensus to request the National Assembly to approve the investment policy of the Ka Pet Reservoir Project according to the Government's Proposal and the Review Report of the Committee on Science, Technology and Environment on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province. However, the delegates also requested Binh Thuan to further study the reforestation in connection with the livelihoods of the people in this area.
