After an urgent and serious working session, the Provincial Party Committee Conference unanimously approved the following contents:

1. Implementation status of Provincial Party Committee Resolution in the first quarter of 2025

* Economic field

The economic situation in the first quarter of 2025 of the province has many positive changes; achieving positive results in most areas. The estimated growth rate of gross regional domestic product (GRDP) in the first quarter of 2025 is 7.2%, this is a positive growth rate, the highest compared to the same period in the last 3 years; in which: sector 1 increased by 3.63%; sector 2 increased by 10.02% and sector 3 increased by 6.81%. With the above growth rate, it is an important foundation for achieving the double-digit growth target in 2025 and the following years.

Agricultural production was focused on inspection and closely directed according to the set plan. The province's main crops developed stably; rice output increased compared to the same period. Livestock production was relatively stable; disease prevention and control work on livestock and poultry was focused on, small-scale epidemics were promptly controlled, not spreading widely; the selling price of livestock products was higher than the same period. Aquaculture was relatively favorable; prices of most aquatic products increased. Forest management and protection were focused on, no forest fires occurred.

The program of developing high-tech agriculture, associated with restructuring the agricultural sector in the period of 2021 - 2025, has been actively implemented. The program of investing in building new rural areas continues to receive attention; to date, the whole province has 141/160 communes meeting new rural standards, accounting for 88.13%.

Industry and construction developed steadily and achieved many positive results. The industrial production index (IIP) increased by 11.06% over the same period. Investment promotion activities were increasingly innovative; many domestic investment promotion and attraction events were organized effectively; the work of improving the investment and business environment continued to be promoted, and delegations were organized to visit and work with enterprises.

Investment in basic construction was focused on, the public investment capital plan was allocated from the beginning of the year with more than VND 8,923 billion, disbursed more than VND 1,130 billion, reaching 12.67%. Compensation, resettlement and site clearance work was focused on, regularly inspected and urged to be implemented. The operation of industrial parks and industrial clusters was stable.

The program mobilizes all resources to build a synchronous transport infrastructure system to serve industrial and urban development of the key economic region; the plan to implement 3 key projects according to the Resolution of the 11th Provincial Party Congress and key national projects passing through the province is urgently implemented.

Trade and services continued to grow strongly; total retail sales of goods and service revenue in the quarter were estimated at VND28,056 billion, up 13.73% over the same period. Import and export turnover increased sharply, the global supply chain was gradually reconnected, and businesses proactively sought new markets. Exports were estimated at USD2,030 million, up 17.61%; imports were estimated at USD1,270 million, up 13.59%.

Finance - credit: The management and operation of the state budget has been focused on and directed strongly since the beginning of the year; the total state budget revenue in the first quarter was 7,502 billion VND, reaching 30.59% of the provincial estimate, down 16.48% over the same period. Budget expenditures were strictly controlled and effectively implemented. The operations of credit institutions were stable and smooth.

* Cultural and social fields

- The work of preventing and fighting dangerous epidemics is proactively implemented, in accordance with the situations; the epidemic situation is closely monitored and controlled. Food safety and hygiene during the Tet holiday is ensured; grassroots healthcare is strengthened, contributing to better serving the health care needs of the people; organizing visits, encouraging, and promptly implementing regimes and policies for doctors and medical staff, especially on the occasion of Vietnamese Doctors' Day (February 27).

- The school network continues to be expanded and developed in a high-quality direction, especially in key economic regions; facilities and equipment are invested and upgraded, ensuring the requirements for improving the quality of teaching and learning; universal education, continuing education, student streaming, career guidance, and vocational training in schools continue to receive attention.

- The movement of “All people unite to build a cultural life” associated with building new rural areas and civilized urban areas is increasingly becoming more substantial. Cultural, artistic and sports activities to celebrate the Party and celebrate Spring are taking place in a special way; ceremonies and festivals are organized appropriately, safely, closely linked with tourism development, attracting many visitors.

- Focus on leading the drastic implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Information security and network security are strictly managed in conjunction with promoting digital transformation, accelerating the application and development of science, technology and innovation.

- Effectively organize activities of visiting, giving gifts, Tet subsidies, and social security policies. Issues of labor, employment, poverty reduction, sending workers and experts to work abroad are well implemented; focus on resolute leadership in reviewing and implementing the construction of temporary and dilapidated houses in the province. By the end of March 2025, 107 houses have been completed.

* Defense - security, domestic and foreign affairs

- The tasks of national defense, local military, security, and internal affairs are focused on, directed, and organized to be implemented closely and uniformly; the work of controlling border gates and citizens crossing the border is seriously implemented. Solutions on crime prevention and control are promoted. Assigning and arranging forces to ensure absolute safety for important political events, New Year's Day, and major holidays taking place in the province (especially activities celebrating the Party, celebrating Spring, and fireworks on New Year's Eve...). Successfully completing the selection and calling of citizens to join the army in 2025, reaching 100% of the target at 3 levels.

The tasks of preventing and combating smuggling, prohibited goods, trade fraud, counterfeit goods, poor quality goods, and patrolling, controlling, and ensuring traffic order and safety are carried out synchronously and effectively. Judicial reform and judicial support activities are given attention. The policies and directions for resolving cases and incidents are implemented seriously and in accordance with regulations.

- The work of preventing and combating corruption, waste and negativity has been promoted; the Provincial Steering Committee for Prevention and Combating Corruption, Waste and Negativity (Provincial Steering Committee) continues to improve the quality and efficiency of its operations; maintains the order of meetings and sessions according to the Regulations; promptly consolidates the Provincial Steering Committee and adjusts and supplements the Working Regulations to meet the requirements of tasks in the new period. The Party's guidelines, the State's policies and laws on preventing and combating corruption, waste and negativity have been thoroughly grasped, concretized and promptly implemented, in accordance with the local situation.

- Foreign affairs and international cooperation have been strengthened; sovereignty and border security have been maintained; plans and solutions for border protection and cooperation in crime prevention and control on the border have been implemented seriously, effectively and promptly. Issues related to people of Vietnamese origin in Cambodia have been addressed. Compensation and support for people affected by the implementation of demarcation and marker planting work on the Vietnam - Cambodia land border in the province have been focused on, ensuring strictness and compliance with regulations.

* Activities of the political system

- Party committees at all levels focus on leading the implementation of the 2025 Party Committee resolution in conjunction with accelerating the implementation of breakthrough programs and key projects of the Party Congress resolutions at all levels for the 2020-2025 term.

Pay attention to leading, directing, deploying, thoroughly grasping, propagating, and drastically and seriously implementing the resolutions and conclusions of the Central and the province related to the reorganization of the political system and administrative units in the province; in which, the Provincial Party Committee has focused on leading the promulgation and implementation of Project No. 25-DA/TU, dated January 17, 2025 on innovation and reorganization of the provincial political system to be streamlined, effective and efficient, ensuring strictness, timeliness, and on schedule.

Strengthen political and ideological work, grasp the situation, mood, thoughts of cadres, party members, and public opinion among the people to create high consensus and unity in society.

Coordinate well the organization of the Conference to study, thoroughly grasp and deploy the 2025 Provincial Theme "Studying and following Ho Chi Minh's ideology, morality and style on economic development coupled with social progress and equity in the spirit of "leaving no one behind".

The work of mobilizing, appointing, and arranging cadres for agencies, units, and localities after the organizational restructuring has been closely led and implemented, in accordance with procedures and regulations.

Inspection and supervision activities continue to be strengthened, closely following the inspection and supervision work program of the Party Committee, focusing on key areas associated with local and unit tasks.

- The National Assembly delegation met with voters before the 9th Session, informed voters about the content and program of the upcoming session, and listened to and accepted people's opinions and recommendations related to the socio-economic development situation and practical issues in life.

Seriously implement the reception of citizens, contact with voters and summarize voters' opinions and recommendations to the agency for consideration and resolution. The Provincial People's Council successfully organized the 7th Provincial People's Council Delegates Conference and the 22nd and 23rd sessions (special sessions); Conference to consult on measures to speed up investment progress, focusing on handling slow-to-implement non-budget capital projects using land in the province.

- People's Committees at all levels focus on directing and urging the implementation of the socio-economic development plan and the state budget revenue and expenditure estimates for 2025. Pay attention to implementing the directions of the Party Committees at the same level, especially accelerating the progress of implementing breakthrough programs, key projects and rearranging the organizational apparatus of affiliated agencies and units and arranging grassroots administrative units.

Focus on directing the complete resolution of outstanding tasks; pay attention to resolving difficulties and obstacles in production and business activities, compensation, resettlement, and site clearance.

- The Vietnam Fatherland Front and socio-political organizations at all levels in the province focus on thoroughly grasping and concretizing the implementation of the Provincial Party Committee's Resolution in 2025. Coordinate propaganda and mobilize people of all walks of life to celebrate the Lunar New Year joyfully, healthily, safely and economically.

Actively coordinate to mobilize and socialize resources to care for and support policy families, poor households, and households in difficult circumstances during the Lunar New Year; organize practical activities to celebrate the Party - celebrate the Spring of At Ty, celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025) and major holidays.

The work of propagandizing, mobilizing, and grasping the mood and thoughts of cadres, party members and people on streamlining and rearranging the organization of the political system according to Resolution No. 18-NQ/TW of the Party Central Committee has been focused on and implemented promptly and regularly.

Besides the achieved results, the implementation of the Provincial Party Committee Resolution 2025 in the first quarter still has some difficulties and limitations that need to be focused on overcoming:

Although the GRDP growth rate in the first quarter of 2025 is higher than the same period last year, it has not yet reached expectations; state budget revenue is lower than the same period last year. The progress of implementing key projects is slow, the disbursement rate of public investment capital is low, affecting socio-economic development (related to projects DT.830, DT.827, Ring Road 3, ...).

There are still many problems in handling documents and procedures for non-budgetary investment projects. Security, order and social safety are not guaranteed, with many potential factors causing instability. Some Party committees at all levels are slow in directing and implementing resolutions, and are not close to reality.

The thoughts and ideas of a number of cadres, party members and public opinion are still worried and concerned about the arrangement of the apparatus and administrative units at all levels...

Causes of limitations and difficulties: In addition to objective causes due to the influence of the complex and unpredictable developments in the world economic and political situation, some mechanisms, policies and legal regulations are still overlapping, inadequate and difficult to implement... there are also subjective causes such as:

In some places, leaders of Party committees and authorities have not been proactive, dynamic, creative, or decisive in their leadership and management. The advisory and coordination roles of some departments, branches, and localities are still limited, lacking initiative and rigor.

The sense of responsibility, public ethics, attitude and qualifications of some cadres, civil servants, public employees and leaders are still limited. The inspection, supervision and urging work of some Party committees and leaders is sometimes not thorough and resolute, slow to detect, rectify and remove difficulties and obstacles.

2. Some key tasks in the second quarter of 2025

The second quarter of 2025 is a particularly important time, both to reorganize the apparatus, reorganize administrative units, and complete the district-level mission from July 1, 2025; and to strive to "reach the finish line" to successfully implement the goals of the Provincial Party Committee Resolution in 2025, the Resolution of the 11th Party Congress to prepare for the merger of the province, as well as to organize the grassroots and provincial Party Congresses.

On the basis of inheriting the positive results achieved and identifying the advantages, difficulties, opportunities and challenges; promoting solidarity, consensus and efforts, striving with the highest determination, along with the spirit of enhancing responsibility, renewing thinking, self-reliance, overcoming all difficulties and challenges, the Provincial Party Committee agreed on key tasks and solutions as stated in the draft Report. In particular, it is necessary to pay attention to focusing on implementing the following contents:

(1). Focus on implementing more drastic and synchronous solutions to strive to achieve double-digit economic growth target (10-11%) in 2025. Proactively review the Provincial Planning to have an integrated orientation to ensure suitability immediately after the provincial merger.

(2). Effectively implement Directive No. 91-CT/TU, dated February 24, 2025 of the Provincial Party Standing Committee on strengthening the Party's leadership over state budget collection in 2025. Continue to restructure the budget; strengthen revenue management, combat tax losses, especially in the field of e-commerce. Focus on reviewing and effectively implementing public asset management, combating waste, especially in the process of restructuring the apparatus, restructuring administrative units at the grassroots and provincial levels.

(3). Focus on resolving difficulties and obstacles, creating strong changes in compensation, site clearance, and resettlement for households. Speed ​​up the progress of investment projects. Resolutely, strictly and decisively handle projects that are behind schedule, causing waste of land resources, affecting the overall development of the province and causing public outrage, especially projects that have been supervised by the Provincial People's Council and have resolutions proposing to be handled.

(4). Accelerate the allocation and disbursement of the 2025 public investment capital plan; resolutely avoid the situation of capital waiting for projects, having capital but not being able to disburse; ensure the quality of works and projects, and prevent negativity, loss and waste. Speed ​​up the progress and summarize the 3 Breakthrough Programs and 3 key projects implementing the Resolution of the 11th Provincial Party Congress.

Mobilize all resources to invest in socio-economic infrastructure, prioritizing investment in key projects and important projects serving production and circulation. Actively coordinate closely with localities, ministries and central branches to invest in completing regional and inter-regional transport projects, especially Ho Chi Minh City Ring Road 3, focusing resources on starting the construction of the approach road to the bridge and 3 bridges on route DT827E.

Pay attention to implementing urgent projects that need to be invested in as soon as possible, such as offices of agencies, units, and localities after arranging the grassroots and provincial levels, public housing, etc. and upgrading and expanding traffic axes to meet the requirements of inter-regional and inter-provincial connections such as: National Highway 62; DT825, DT838 and DT838C connecting to Tay Ninh; Ho Chi Minh Road, Chon Thanh - Duc Hoa section; expansion of National Highway N2 (Duc Hoa - My An)

(5). Proactively review the import and export situation of enterprises in the province to the US, identify industries that are greatly affected, forecast the import and export situation in the coming time and propose solutions and support policies to respond to the new US tariff policy (imposing a 46% tax on 90% of imported goods from Vietnam).

(6). Urgently deploy solutions to improve the quality of medical examination and treatment for people. Strengthen the management of educational activities during the period of reorganizing commune-level administrative units, ensuring that teaching and learning activities at schools are not affected.

Continue to seriously and effectively implement Program No. 66-CTr/TU of the Provincial Party Committee Standing Committee on implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. In particular, each sector, field and locality needs to proactively have specific solutions, appropriate to their conditions and tasks; promptly organize training courses for cadres and party members; gradually apply science, technology, and digital transformation in the political system, first of all in the Party and State agencies.

Continue to effectively implement social security policies for people with meritorious services, especially repairing and building gratitude houses, developing housing, eliminating temporary and dilapidated houses in the province; initially focus on building 188 houses that meet the housing land conditions; at the same time, review and propose solutions for the remaining cases.

(7). Strengthen solutions to prevent, combat, and stop all types of crime, ensuring social security and order. Ensure security and order on the border and issues related to demarcation and marker planting.

Directing the timely resolution of complaints and denunciations about corruption, waste, and negativity related to personnel when arranging the organizational apparatus, administrative units, and organizing party congresses at all levels in the province.

(8). Party committees at all levels continue to promote the work of building a clean and strong Party and political system. Proactively complete the Project on rearranging administrative units at the grassroots and provincial levels to ensure closeness to reality; submit to the Provincial People's Council for approval of the policy to report to the Government for synthesis and submission to the National Assembly Standing Committee and the National Assembly for approval.

On that basis, the arrangement will be implemented to ensure strictness, timeliness, and no interruption of work, to best serve the people and businesses. Focus on leading the preparation work for the Party Congresses at all levels for the 2025-2030 term immediately after completing the arrangement of administrative units at all levels.

3. On commendation of district-level party committees and equivalent in 2024 and term 2020 - 2025

At the 19th Provincial Party Committee Conference, the Provincial Party Committee Standing Committee decided to reward 4 Party Committees including: Thu Thua District Party Committee, Vinh Hung District Party Committee, Tan An City Party Committee and Provincial Border Guard Party Committee for excellently completing their tasks in 2024 and reward Tan An City Party Committee for the 2020-2025 term.

4. Presenting the Secretariat's decision on personnel work

At the conference, Provincial Party Secretary Nguyen Van Quyet presented the decision of the Central Party Secretariat to add two members to the Standing Committee of Long An Provincial Party Committee: Comrade Nguyen Thi Thu Trinh - Chairwoman of the Vietnam Fatherland Front Committee of the province and Comrade Pham Xuan Bach - Secretary of Kien Tuong Town Party Committee.
