On the morning of April 10, the Supervisory Delegation No. 2 of the Provincial People's Council, led by Comrade Nguyen Quang Hai, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, supervised the topic "Results of the implementation of the National Target Program on New Rural Construction (NTM) from 2021 to 2023 in Thanh Hoa province" in Nghi Son town.

In the period of 2021-2023, Nghi Son town has 13 communes carrying out the task of building new rural areas. Despite the difficult socio-economic context, with the attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, provincial departments, branches and sectors and the efforts and determination of the Party Committee, government and people of the town, the New Rural Construction Program has achieved many positive and comprehensive results. In particular, the value of products per hectare of crops and aquaculture reached 103.6 million VND/ha/year; the total output of grain reached an average of 50,000 tons/year, exceeding the resolution target. The awareness of all levels, sectors, cadres, party members and people about the meaning and importance of building new rural areas has been raised, becoming a vibrant emulation movement attracting the participation of the entire political system, community and society.

Along with that, in the period of 2021-2023, Nghi Son town has mobilized more than 231,286 billion VND to build new rural areas. From the mobilized resources, the town has invested in building synchronous and gradually modernized traffic infrastructure; bright - green - clean - beautiful, safe, culturally rich rural landscape; supporting localities to implement new rural criteria. Thanks to that, up to now, Nghi Son town has 7/13 communes meeting new rural standards, 1 commune has completed 18/19 criteria. On average, the area has 17.4 criteria/commune, an increase of 1.4 criteria compared to 2020.

At the same time, the town has 26 OCOP products (5 4-star products, 21 3-star products); there are 3 facilities to introduce and display OCOP products. The material and spiritual life of the people has improved, the poverty rate has decreased rapidly, the average income per capita has increased; cultural, information, physical education, sports activities, and people's health care have received attention... improving the cultural enjoyment of the people.

Vice Chairman of Nghi Son Town People's Committee Pham Van Nhiem presented a report on new rural construction in the period of 2021 - 2023.

However, in the process of building the new rural areas, the locality also encountered difficulties in implementing criteria No. 13 on Production Organization and Rural Development and criteria No. 17 on environment and food safety. The settlement of waste and domestic wastewater in the communes is still confusing. Some communes do not have a centralized clean water system...

At the working session, members of the monitoring delegation requested Nghi Son town to pay attention to issues such as: Improving the effectiveness of leadership, direction, and propaganda on new rural construction; Promoting the development of chain production and applying digital transformation to promote and consume agricultural products; paying attention to investing in infrastructure and environmental landscapes associated with implementing movements and campaigns in building criteria.

In addition, the town needs to pay attention to supporting localities and people to build more models of high economic efficiency production and build a bright - green - clean - beautiful environmental landscape. At the same time, well implement the emulation movement, commend and reward typical individuals and collectives with many contributions to building new rural areas to spread and replicate among the people...

In addition, he also shared the difficulties of the locality in the process of building new rural areas in the period of 2021-2023.

The Vice Chairman of the Provincial People's Council suggested that Nghi Son town should strengthen its direction and management, proactively review the reality in communes that have completed and are building new rural areas to grasp the current status of completion, maintain and improve the quality of new rural criteria according to the new set of criteria. At the same time, research and develop additional support mechanisms for localities to develop agriculture in the direction of large scale, high technology, forming sustainable production and consumption chains.

Along with that, the town needs to make efforts to mobilize resources to invest in infrastructure, remove difficulties in centralized clean water targets, develop high-quality OCOP products; pay attention to implementing environmental criteria, building bright - green - clean - beautiful rural landscapes... The comrade also noted that the town needs to absorb and synthesize opinions at the working session to complete the report to submit to the Provincial People's Council as soon as possible.
