The results of implementing the digital transformation goal in the 2021-2025 period mark a journey full of efforts of the province, from raising awareness, building technology infrastructure to training digital human resources, creating a solid foundation for developing digital government, digital economy and digital society.

The beginning of a transformation
Mr. Dao Ngoc Tuat, Deputy Director of the Department of Science and Technology, said: Right from the first year of implementing Resolution No. 01-NQ/TU dated December 31, 2020 of the Provincial Party Standing Committee, Thai Nguyen province determined that digital transformation is not only about applying technology, but first of all, about changing awareness. Along with that, Thai Nguyen focuses heavily on investing in developing digital infrastructure while focusing on training digital human resources at all three levels: leaders, specialized staff and people.
From 2021 to present, the province has organized over 1,000 training courses on digital transformation with nearly 300,000 participants; the province's press and media agencies publish over 1,000 news, articles, photos, and videos each year to promote digital transformation, creating a clear change in the awareness of cadres, party members, and people.
With digital infrastructure, in addition to developing a broadband fiber optic Internet network, the province is interested in developing a mobile telecommunications network, especially in remote areas, and information “depression” areas. Along with telecommunications infrastructure, information technology infrastructure is also invested in.
Accordingly, the information system deployed to connect from the province to the commune and with the Central Government, along with specialized databases that have been invested in and put into use, has proven effective, helping to reduce work processing time and save costs.
To date, 100% of communes have fiber optic cables and 3G/4G mobile coverage; 99.6% of hamlets and residential groups are covered by 3G/4G mobile broadband; the whole province has 7 telecommunications service providers with 1,830 BTS stations providing services to nearly 1.45 million subscribers, reaching a rate of 110 subscribers/100 people. Of which, 88% of subscribers use 3G/4G services.
Broadband network access speed in the province on mobile broadband network reaches 56 Mbps, for fixed broadband network reaches 87 Mbps.
By the end of 2024, the province had organized more than 200 training courses to improve digital skills for nearly 30,000 officials, civil servants and public employees. At the same time, the province has also built a network of digital transformation collaborators in hamlets and residential groups - "extended arms" to help spread digital knowledge to each citizen.
Initially, the program "People's AI Learning" organized training courses for nearly 300 delegates and effectively deployed the activities of two groups "People's AI Learning" and "Tra Land Learning AI" on social networks.
Comprehensive digital transformation
After more than 4 years of implementing Resolution No. 01-NQ/TU, raising awareness, building technology infrastructure and training digital human resources has created a solid foundation for digital transformation in Thai Nguyen, achieving many outstanding results, creating comprehensive changes in all three main pillars.
In early April, Thai Nguyen province became the first locality to have a common agricultural products booth on Shopee e-commerce platform, opening up great opportunities for Thai Nguyen agricultural products to reach millions of domestic and international customers.
Ms. Bui Thi Hai Yen, Director of Ban Viet Production, Trade and Service Cooperative - the focal point for trading goods at the province's general agricultural product booth, shared: The booth is a place to gather hundreds of quintessential and unique agricultural products of people in cooperatives in Thai Nguyen province, including many OCOP products from 3 to 5 stars.
Also in the field of digital economy, besides Shopee, Thai Nguyen province also promotes the development of e-commerce on other platforms such as: TikTok shop, Postmart, Voso and the province's e-commerce trading floor.
Livestream sales activities have actively contributed to expanding the consumption market for Thai Nguyen agricultural products. |
In 2024, total digital economic revenue in the area will reach 711 trillion VND, an increase of 7% over the same period in 2023. In the first quarter of 2025 alone, total digital economic revenue in the area is estimated to reach about 181 trillion VND, an increase of over 5% over the same period in 2024.
The whole province has also deployed 4.0 markets at 100% of qualified markets; 939/939 enterprises and business households have applied electronic invoices...
In the field of digital government, the National Public Service Portal ranked Thai Nguyen province 1st out of 63 provinces and cities nationwide in implementing administrative procedures and public services in real time in the electronic environment with 88.58/100 points. The whole province recorded nearly 536 thousand approved personal electronic social insurance accounts.
Applications within state agencies contribute to saving time, operating costs, and innovating working methods of cadres, party members, and employees. In particular, the system for managing incoming and outgoing documents and operating Thai Nguyen province has been deployed in 48 departments, branches, and sectors; 8 district-level units, and 100% of communes/wards under the province...
Digital society in Thai Nguyen is forming in a comprehensive direction, associated with practical activities in life such as cashless payment, birth and death registration, and online issuance and renewal of driving licenses.
In the whole province, 100% of health insurance examination and treatment facilities have received information using electronic chip-embedded citizen identification cards; 177/177 medical stations use software to manage 18 medical programs.
The Education and Training sector has deployed nearly 6 million online teaching hours; issued 204 digital certificates of the Government Cipher Committee, nearly 8,600 digital certificates through telecommunications enterprises for cadres, teachers, and employees...
With a solid foundation, Thai Nguyen aims to make digital transformation a driving force for rapid and sustainable socio-economic development by the end of 2025. The province will continue to promote administrative procedure reform, comprehensive digitalization of industry and sector data; develop effective and efficient digital government; and create conditions for people and businesses to participate deeply in digital transformation.
Every year, Thai Nguyen province achieves and exceeds 14/15 targets in Resolution No. 01-NQ/TU of the Provincial Party Committee on the Digital Transformation Program for the period 2021-2025 (1 target is not evaluated due to the lack of specific instructions on calculation methods from central agencies). |
