Dien Bien TV - On the morning of April 10, the Provincial Steering Committee for National Target Programs held a meeting to assess the implementation of tasks for the period 2021 - 2025; deploy tasks and solutions until the end of 2025. Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee and Vice Chairmen of the Provincial People's Committee Vu A Bang and Lo Van Cuong, co-chaired the meeting. Attending the meeting were members of the Steering Committee and leaders of departments, branches and localities in the province.

In the period of 2021 - 2025, Dien Bien province has implemented 3 national target programs including: New rural construction; sustainable poverty reduction and socio-economic development in ethnic minority areas. The implementation process has closely followed reality and is consistent with the implementation capacity of grassroots levels; the work of planning and allocating basic capital sources is adequate and timely. To date, the cumulative disbursement of 3 target programs has been more than 4,100 billion VND, reaching nearly 62% of the provincial capital plan.

At this time, the whole province has 5 communes meeting the advanced new rural standards; 26 communes meeting the new rural standards. In 2021, the whole province had nearly 35% of poor households, by the end of 2024 it will decrease to more than 21%, exceeding the target assigned by the Prime Minister; for 3 consecutive years, the poverty rate has decreased by more than 4%. However, during the implementation process, the New Rural Development Program has 4/6 unfulfilled tasks; the Sustainable Poverty Reduction Program has 5/9 unfulfilled targets and the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas has 3 unassessed targets, 2 targets are difficult to achieve.

At the meeting, delegates discussed a number of issues: Reasons for the disbursement of capital for the three national target programs not reaching the target; the district does not have any communes meeting new rural standards; targets on average income per capita and the rate of solidly built schools and classrooms are difficult to achieve... At the same time, they gave their opinions on solutions to implement national target programs in 2025.

Concluding the meeting, the Chairman of the Provincial People's Committee acknowledged the efforts of local departments and branches in implementing the 3 national target programs for the period 2021 - 2025. The Chairman of the Provincial People's Committee requested that localities need to strengthen supervision and speed up the progress of the programs; focus on reviewing and advising the Provincial People's Committee to complete the legal framework for projects, thereby proposing adjustments to the investor's tasks before July 1, 2025, ensuring that the projects are not interrupted. Regarding the New Rural Development Program, Dien Bien district must soon complete the procedures for recognizing model new rural communes and advanced new rural communes. Districts with new rural communes need to continue to focus on directing to complete the set goals...

At the meeting, the members of the Steering Committee highly agreed with the draft Work Plan for 2025 and the Working Regulations of the Steering Committee. The meeting also discussed and voted to recognize Muong Lay town as completing the task of building new rural areas in 2024./.
