Attending the Conference were also representatives of leaders of relevant Party committees, ministries and branches.

In his concluding remarks at the Conference, on behalf of the Politburo, the Secretariat, General Secretary and President To Lam acknowledged and assessed that the documents had been carefully and meticulously prepared, selectively absorbing comments from previous meetings, and were basically qualified to be submitted to the upcoming 10th Central Conference of the 13th tenure.

The quality of this draft Political Report compared to the draft submitted to the Standing Committee of the Document Subcommittee and the Document Subcommittee has been significantly improved; the contents summarizing 40 years of innovation are more concise, absorbing the latest results from the draft Report summarizing 40 years of innovation and reports of other subcommittees; the contents on orientation, key tasks and strategic breakthroughs are also presented more concisely, clearly and coherently than before.

Emphasizing that the 14th National Party Congress is an important milestone on the development path of our country and people, the General Secretary and President stated that the Congress has the task of reviewing the implementation of the Resolution of the 13th National Party Congress, summarizing 40 years of carrying out the cause of national renewal in the direction of socialism and 35 years of implementing the Platform for national construction in the transitional period to socialism.

The Congress will decide on the direction, goals and tasks of the entire Party, people and army in the next 5 years (2026-2030), continue to implement the 10-year Socio-Economic Development Strategy (2021-2030); towards the milestone of 100 years of the country under the leadership of the Party; create a foundation to realize the vision by 2045, when the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, is celebrated.

In the face of such turning points, cadres, party members and people are looking forward to and have high expectations for the Party's new, strong and wise decisions to bring about breakthroughs in development for the country. Therefore, the Political Report presented to the 14th National Congress is of great significance, must be of high quality, and truly serve as a basis for orientation for other documents and the Party's leadership in the coming term, laying the foundation for the following years.

The General Secretary and President noted that, as the central report, the Political Report must reflect viewpoints and policies; must ensure the crystallization of all the quintessence of past, present and future values, and seriously demonstrate the distillation of the results of summarizing 55 years of implementing the Testament of beloved Uncle Ho - a document of historical and contemporary value to Vietnam and the world, which still retains its value today.

In addition, in the process of completing the draft Political Report, we must continue to thoroughly grasp the guiding thoughts of the late General Secretary Nguyen Phu Trong, especially the three basic principles in drafting the document: Steadfastness and innovation; Inheritance and development; Smooth combination of theory and practice, between theoretical research, summarizing practice and policy orientation.

Regarding the Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years, the General Secretary and President concluded that he basically agreed with the summarized comments and assessments. The Report has increasingly systematized and clarified the theoretical development of our Party on the socialist-oriented renovation process, building and defending the socialist Fatherland over the past 40 years of renovation; in which, it evaluates and clarifies the achievements and limitations in the practice of building socialism in Vietnam on 4 major groups of issues (Building and developing a socialist-oriented market economy; Developing culture, society and people; National defense, security and foreign affairs; Building and rectifying a clean and strong Party and political system).

The report has generally pointed out important developments in theoretical understanding of socialism and building socialism in Vietnam, including the proposal to identify three pillars and policies (Socialist-oriented market economy; Socialist rule of law state; Socialist democracy led by the Communist Party); clearly stating historical achievements, limitations and challenges in the context of unpredictable changes in the world and regional situation; clarifying issues and lessons learned.

The report also forecasted the situation relatively closely, proposed goals, viewpoints, main targets, and oriented tasks and solutions to continue to comprehensively promote the innovation process; and recommended and proposed a number of contents to serve the construction of documents for the 14th National Party Congress.

At the end of the meeting, the Politburo basically agreed that the results of summarizing 40 years of innovation are important inputs for drafting documents to be submitted to the 14th National Party Congress, such as: The country's foundation, potential, position and prestige after 40 years of innovation; theoretical lessons on the innovation path; determining the system of viewpoints guiding development goals and major orientations in building and developing the country, defending the Fatherland, and strategic breakthroughs in the new period. In the documents, the Political Report is the central report, therefore, the continued completion of the Report must be carried out urgently and scientifically with a large investment of effort and intelligence to promptly filter and include it in the content of the documents of the 14th National Party Congress.

The Politburo and the Secretariat requested consideration of clarifying and deepening a number of specific issues; at the same time, unifying the perception of the new context that is opening a new era, an era of rising up of the Vietnamese people after 40 years of carrying out the renovation process, especially after 100 years under the leadership of the Party, thereby renewing more strongly. The spirit is to look straight at the truth, not to embellish or blacken it, accurately assess the achieved results, frankly and objectively point out the limitations, weaknesses, shortcomings and causes, especially the bottlenecks and knots for the country's development that have not been or are slow to be resolved and overcome; continue to firmly pursue the cause of national renovation.

Also on the morning of August 30, the Politburo gave its opinions on a number of other important issues. The General Secretary and President requested agencies preparing draft documents to promptly receive comments from the Politburo, the Secretariat, relevant ministries and branches, and continue to perfect documents to ensure quality in preparation for submission to the upcoming 10th Central Conference of the 13th tenure.
