The conference evaluated and summarized 10 years of implementing Directive 18-CT/TW dated September 4, 2012 of the Central Party Secretariat on "Strengthening the Party's leadership in ensuring order and traffic safety on roads, railways, inland waterways and overcoming traffic congestion".

The traffic infrastructure system is strongly developed, traffic accidents have significantly decreased.

Directive 18 has been thoroughly grasped and seriously implemented and effectively implemented by the Government, Party committees at all levels, the Vietnam Fatherland Front Committee, central and local ministries, departments and branches. The transport infrastructure system has developed strongly, the quality of transport has been increasingly improved. A number of modern transport works have been invested in and built, meeting regional and international standards. The work of ensuring traffic order and safety and overcoming traffic congestion has basically achieved many positive results, contributing to improving the effectiveness and efficiency of state management of traffic order and safety, effectively serving the task of socio-economic development of the country.

From 2012 to 2022, there were 190,020 traffic accidents nationwide, killing 76,439 people and injuring 165,824 people (a 37% decrease in the number of accidents, a 29% decrease in the number of deaths, and a 44% decrease in the number of injuries compared to the period 2001 - 2011).

For Lao Cai province, the implementation of Directive 18 has achieved important results, focusing on implementing synchronous solutions to ensure traffic order and safety. Thereby, gradually raising awareness and law-abiding consciousness of people participating in traffic. The application of measures to enforce traffic order and safety laws has been well done by the authorities from the planning stage to the implementation stage; traffic accidents have been controlled.

From 2012 to 2022, the province had 1,301 traffic accidents, killing 562 people and injuring 1,432. The forces have increased patrols, controls, inspections, detected and handled 135,908 cases of violations of order and traffic safety; temporarily revoked driving licenses of 17,631 cases, and temporarily detained 27,330 vehicles.

Next, the conference listened to Deputy Prime Minister Tran Luu Quang thoroughly grasp and implement Directive 23 - CT/TW dated May 25, 2023 of the Central Party Secretariat on "Strengthening the Party's leadership in ensuring traffic order and safety in the new situation". In particular, the goal and requirement of the directive is to promote the combined strength of the political system and the entire people, creating strong and positive changes in ensuring traffic order and safety. Raising awareness and responsibility of Party committees, Party organizations, authorities, Vietnam Fatherland Front, socio-political organizations at all levels, cadres, Party members and people for ensuring traffic order and safety. Perfecting institutions and policies, ensuring unified, smooth and effective state management of traffic. Concluding the conference, comrade Truong Thi Mai, Secretary of the Party Central Committee, Permanent Secretary of the Secretariat, Head of the Central Organization Commission affirmed: The implementation of Directive 18 has achieved important results, creating changes in ensuring order and traffic safety, especially reducing traffic accidents and building a synchronous, modern and effective traffic infrastructure.

To implement Directive 23 most effectively, he requested: Ministries, departments, units, Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations from the central to grassroots levels must specify the Party's policies on ensuring order and traffic safety in the programs and plans to carry out assigned tasks. Tighten discipline, strictly handle violations of traffic safety laws; each cadre, Party member, civil servant and public employee must be exemplary and actively promote and strictly implement regulations on ensuring order and traffic safety; functional forces must constantly improve their capacity and perform well their assigned duties and tasks. Promote decentralization, delegation of authority, clearly define responsibilities in state management of traffic; continue to review and synchronously complete the legal system on traffic. Strengthen propaganda, dissemination and education of traffic laws suitable for each group of subjects. Concentrate resources on building and developing transport infrastructure; fundamentally overcome traffic congestion in large cities, especially Hanoi and Ho Chi Minh City...
