Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting at the Provincial People's Committee bridge. Attending the meeting were leaders of a number of departments, branches, People's Committees of Tuyen Quang city, Yen Son and Ham Yen districts; contractors related to the Tuyen Quang - Phu Tho Expressway project connecting with Noi Bai - Lao Cai Expressway and the Tuyen Quang - Ha Giang Expressway project phase 1, the section passing through Tuyen Quang province.

At the 10th meeting, the Steering Committee reviewed and proposed 53 tasks, of which 15 were time-limited. Along with that, the Government and the Prime Minister issued 21 related directives to promote the implementation of projects. Ministries, branches and localities have started to carry out the tasks, submitting to the National Assembly for consideration the conversion of forest, forest land and rice land use purposes; exploiting material mines, experimenting with the use of sea sand as filling material; put into operation and opened to traffic 2 expressways, Cam Lam - Vinh Hao and Dien Chau - Bai Vot, bringing the total number of expressways on the North - South axis to 1,187km and the total length of expressways nationwide to over 2,000km. However, some projects are still behind schedule and there is still room to shorten the construction time.
In Tuyen Quang province, the Tuyen Quang - Phu Tho Expressway project connecting with Noi Bai - Lao Cai Expressway has been implemented according to regulations; many difficulties and problems have been promptly resolved. The project progress basically meets the requirements, some residential roads, crossroads, and intersections are expected to be completed in May 2024; quality meets the requirements.
For the Tuyen Quang - Ha Giang Expressway project, phase 1, the section through Tuyen Quang province, the construction progress is basically behind schedule due to slow site clearance. The construction items ensure technical and quality requirements.

One of the issues discussed by the provincial delegates at the meeting was the difficulty in exploiting raw materials, especially construction sand. The delegates requested the Ministry of Natural Resources and Environment to have a plan to increase mining capacity to ensure construction materials; and recommended that the Prime Minister and the Ministry of Transport have a policy and issue a plan to exploit sea sand as landfill material.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that transportation is one of the three strategic breakthroughs identified in the Resolution of the 13th National Party Congress. Among them, breakthroughs in infrastructure development, especially transportation infrastructure, have achieved many positive results, bringing joy to the people, creating new development space, contributing to facilitating and reducing transportation costs, reducing input costs, and increasing competitiveness for goods.
The Ministry of Transport will coordinate with localities to inspect and evaluate to remove difficulties, especially bottlenecks, actively clear land, ensure materials and capital, remove inappropriate regulations... to speed up the implementation of projects.
Investors and contractors need to uphold the spirit of “braving the sun and rain”, “eating and sleeping quickly”, “working in 3 shifts and 4 shifts”, without hesitation… to strive to complete the task. Thereby contributing to facilitating people’s travel, trade and socio-economic development.
The Prime Minister requested to strengthen inspection, supervision, and urging... so that key projects can be implemented with guaranteed progress, quality, techniques, aesthetics, safety, environmental protection, and anti-corruption and negativity.
