Strengthening cooperation within the Francophone community to build sustainable agriculture

On the morning of January 21, in Can Tho City, the Vietnamese National Assembly organized the Francophone Parliamentary Cooperation Forum on sustainable agriculture, food security and climate change response on the occasion of Vietnam hosting the APF Executive Board Meeting in Can Tho City.

Attending the event were National Assembly Chairman Tran Thanh Man; Vice Chairman of the National Assembly Nguyen Duc Hai; members of the National Assembly Standing Committee; Minister of Agriculture and Rural Development Le Minh Hoan; Secretary of the Can Tho City Party Committee Do Thanh Binh; representatives of the Francophone Parliamentary Union; leaders of parliaments of the Francophone Parliamentary Union member countries, delegations of member and observer parliaments, experts... with the participation of nearly 120 delegates from many countries around the world.

Speaking at the forum, National Assembly Chairman Tran Thanh Man affirmed: Following the successes of high-level multilateral parliamentary activities recently hosted by the Vietnamese National Assembly such as: The 41st General Assembly of Asian Parliaments (2020), the 10th Asia-Pacific Regional Conference APF (2022), the 9th IPU Global Young Parliamentarians Conference (2023), the organization of the Parliamentary Forum on Francophone Cooperation and the APF Executive Committee Meeting this time once again affirms Vietnam's proactiveness, positivity, and responsibility in multilateral cooperation frameworks; at the same time, it shows Vietnam's priority and interest in participating in common regional and global issues; solidarity and companionship for the development of the Francophone Community and its member countries.

National Assembly Chairman Tran Thanh Man informed that after nearly 40 years of implementing the renovation process, Vietnam has achieved important, comprehensive and historic achievements. Vietnam has achieved successes in sustainable hunger eradication and poverty reduction, as well as in implementing the millennium goals and has strived towards the goal of sustainable development according to the United Nations 2030 Agenda.

In particular, in 2024, Vietnam achieved many impressive results, such as: Economic growth reached 7.09%, economic scale reached 476.3 billion USD; inflation was controlled below 4%; total import-export turnover recorded a record 786 billion USD, of which 62 billion USD came from the agricultural sector; foreign investment attracted 38.2 billion USD, of which realized FDI capital was 25.4 billion USD; major balances of the economy were ensured, and the macro economy was maintained stable.

According to National Assembly Chairman Tran Thanh Man, thanks to solid investment in agriculture, Vietnam not only ensures food security but also supplies agricultural products to the world. In 2024, Vietnam's agricultural, forestry and fishery exports will reach a record, including over 9 million tons of rice exports, worth 5.7 billion USD.

With the positive results achieved, the Vietnamese National Assembly organized this Forum to promote cooperation between countries in the Francophone community to build sustainable agriculture, ensure livelihoods for each household and food security for each country, along with responding to climate change globally.

The forum is also an opportunity for delegates to discuss ideas and actions to promote sustainable agriculture, ensure food security in the context of simultaneously responding to climate change; for parliamentarians to share lessons and good experiences in building policies and laws to develop sustainable agriculture, ensure food security, promote adaptation actions and mitigate climate change.

The Chairman of the Vietnamese National Assembly also hopes that through this activity, he will contribute to promoting Francophone cooperation. Accordingly, he will encourage and support cooperation activities in science, technology, innovation, creativity, promoting the digital economy, startups, promoting public-private partnerships; promoting the French language, promoting cultural diversity; and emphasizing the determination of Francophone countries in implementing sustainable development, ensuring harmony between efforts for growth, poverty reduction and environmental protection.

The forum will take place with three thematic discussion sessions, including: “Cooperation between Francophone countries in the field of sustainable agriculture”; “The Francophone community and food security”; “Sharing experiences of countries and international cooperation in responding to climate change”. The forum will also adopt the Can Tho Declaration on promoting Francophone cooperation in sustainable agriculture, food security and response to climate change.

Within the framework of the forum, the Organizing Committee will arrange for delegates to visit some typical models of the Mekong Delta on sustainable agricultural development and livelihood transformation, enhancing the value of agricultural production in parallel with responding to climate change.
