This congress is a special political event for the Party Committee, army and people of Tan Hoi commune - a new administrative unit established on the basis of merging 4 communes of Tan Hoi, Tan Thanh, Tan An and Tan Hoa. Mr. Phan Hoa, residing in Tan Loc hamlet shared: "This is the first time the commune has held a congress, we hope to have a strategic direction for sustainable development, serving the people better".

Secretary of Tan Hoi Commune Party Committee Nguyen Hoang Kha said that the Commune Party Committee has 44 Party cells and affiliated Party Committees, with 702 Party members. The commune has an area of 146.28 ^km2 , a population of nearly 50,000 people, 24 hamlets and 279 self-governing groups. During the past term, despite the impact of the COVID-19 pandemic, climate change, unstable agricultural prices, and potentially complicated security and order situations, the Party Committee, army and people in the commune were united, flexible, and promptly implemented the policies of superiors, achieving many important results.

The political system has been consolidated, the quality of party members has been improved; the model of "4-good Party Cells" and "4-good Grassroots Party Committees" has been effectively implemented. The Party Committee has admitted 81 party members. The average rate of party members completing and completing their tasks well each year is 98.34%. Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tan Hoi Commune Nguyen Minh Ngoc said: "The government operates closely to reality, administrative reform is disciplined, the "one-stop" mechanism has been effectively implemented; the application of information technology in management and operation has been effective". The Fatherland Front Committee and mass organizations have innovated the content and methods of operation, focusing on the grassroots level; mobilized more than 10 billion VND for social security, effectively implemented the program of eliminating temporary and dilapidated houses, taking care of policy families and people with meritorious services.

The commune's economy continued to grow, with the total production value at the end of the term estimated at 4,100 billion VND. Average income per capita was 66.54 million VND, an increase of 6.7 million VND compared to the beginning of the term. Agriculture accounted for 72.3% of the economic structure, production value was 3,125 billion VND; irrigation, traffic and electricity infrastructure were invested synchronously; livestock and aquaculture were stable. Industry and handicrafts reached 439 billion VND, trade and services 806 billion VND. Total social investment capital was 2,480 billion VND, the rate of asphalting and concrete of inter-hamlet roads reached 98%. New rural construction was given attention, the commune currently achieved 12/19 advanced criteria.

Comrade Nguyen Hoang Kha emphasized: “In the past term, the commune achieved and exceeded 27/32 targets of the resolution. These results create an important premise for the 2025 - 2030 term”. This congress focused on discussing and orienting development in the new term for Tan Hoi commune, focusing on improving the leadership capacity of the Party Committee, the management effectiveness of the government; promoting democracy, strengthening national solidarity. Maximizing resources for infrastructure investment; shifting economic structure, increasing the value of agricultural production, developing industry and services; implementing sustainable poverty reduction, protecting the environment, and improving people's lives.
