According to the Thanh Hoa Hydrometeorological Station, at 7:00 p.m. on July 20, the eye of the storm was located in the northwest sea of ​​the North East Sea, about 480km east of Quang Ninh - Hai Phong . The strongest wind near the eye of the storm was level 11, gusting to level 14.

It is forecasted that due to the impact of the storm, from early morning on July 21, the Thanh Hoa sea area will have winds gradually increasing to level 6, level 7, gusting to level 8; then increasing to level 8, level 9, gusting to level 10, level 11. The sea will be rough.

The coastal sea area includes the wards and communes of Nga An, Tan Tien, Van Loc, Hoang Tien, Hoang Thanh, Sam Son, Nam Sam Son, Quang Ninh, Quang Binh , Tien Trang, Ngoc Son, Tan Dan, Hai Linh, Tinh Gia, Hai Binh, Nghi Son and the islands of Hon Ne, Hon Me, Hon Mieu, Hon Dot with waves from 1.5 - 3m high.

Offshore waves are 2 - 4m high.

On land, from the afternoon of July 21, coastal areas including the forecast points: Nga Son, Hau Loc, Hoang Hoa, Sam Son, Quang Chinh, Nghi Son and the islands of Hon Ne, Hon Me, Hon Mieu, Hon Dot will have West and Southwest winds gradually increasing to level 6, gusting to level 7, then increasing to level 7, level 8, gusting to level 9-10.

Deep inland including forecast points: Bim Son, Ha Trung, Thieu Hoa, Hac Thanh, Yen Dinh, Dong Son, Nong Cong have strong winds of level 5, level 6, gusting to level 7.

All vessels, anchorages, aquaculture areas, sea dykes and other activities in the above sea areas are at high risk of being affected by thunderstorms, strong winds and large waves.

Along with that, due to the influence of the tropical convergence zone with its axis passing through the area between the Northern Delta and the North Central region connecting with storm No. 3 combined with strong high-altitude wind convergence, from the night of July 20 to July 24, Thanh Hoa area is likely to experience a period of heavy to very heavy rain and thunderstorms; with total rainfall for the period ranging from 150 - 300mm, especially in the midlands and mountainous areas from 300 - 400mm, in some places over 450mm.
