We visited the family of Ms. Than Thi Yen, Dong Son village, Hai Chanh commune, Hai Lang district in March 2025. She happily shared that with the support of 60 million VND from the Vietnam Fatherland Front Committee of the province and district, along with dozens of working days from the Front officials and socio-political organizations of Hai Chanh commune, she had a new house. The new house has a mezzanine so she can go up there to take shelter during floods. She thanked her superiors for their attention and hoped that many poor, single-parent households like her would also be supported to build houses to help them have a stable place to live.

Returning to the story of Project 197, in 2020, heavy rains and severe floods lasting for half a month caused severe damage to people and property in Quang Tri province. The floods left thousands of houses, constructions, and infrastructure in Quang Tri province collapsed and damaged, and many properties, livestock, and crops were swept away by the flood. The scene of people bewildered and painfully looking at their beloved homes submerged in water with tears welling up in their eyes.

From there, the idea of ​​forming a project to build and support housing in the province was urgently studied by the Standing Committee of the Provincial Vietnam Fatherland Front Committee and quickly sought opinions from departments, branches, socio-political organizations, and member organizations of the Provincial Vietnam Fatherland Front, promptly submitting it to the Provincial People's Council. On October 18, 2022, the Provincial People's Council issued Resolution 70/NQ-HDND, approving the Project to mobilize resources to support the construction of new houses for poor households in Quang Tri province in the period of 2022 - 2026 (Project 197).

The resolution approving Project 197 is the legal basis for mobilizing capital sources and allocating the state budget to support the construction of new houses for poor households with severe housing shortages. This is to ensure essential needs for living conditions, contribute to ensuring social security, improving the quality of life and sustainable poverty reduction. From 2022 to October 2024, from the budget and socialized sources, the "For the Poor" Fund Mobilization Committee and the Standing Committees of the Vietnam Fatherland Front Committees at all levels in the province have built 1,765 houses in the list of Project 197 with a total amount equivalent to 95.17 billion VND.

Quang Tri is a pioneer province in mobilizing resources to support housing construction for poor households through the Project of coordination between the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee (Project 197) and Resolution 70/NQ-HDND of the Provincial People's Council, with the goal of basically completing the elimination of temporary and dilapidated houses for poor households by 2025.

Dakrong mountainous district is a locality that has benefited from many housing support programs and projects. Thanks to the implementation of many positive solutions and the integration of many support resources, up to now, the whole district has more than 1,500 households having their houses built and repaired. The new solid houses have created peace of mind for people to live and work.

Ms. Ho Thi Leng, Dong Dong village, Mo O commune happily said that before, her family's house was dilapidated and damp. But now, with the support of the Vietnam Fatherland Front Committee of the province, they have built a new house. Her family is very happy, and her husband and wife can work with peace of mind to raise their children and build a happy life.

Chairman of Dakrong District People's Committee Thai Ngoc Chau said that the district identified this as an opportunity to access capital to support people in continuing to eliminate temporary housing and dilapidated houses. The district will continue to resolutely implement to achieve the goals set by the Prime Minister and the Provincial People's Committee. Vice Chairman of the Provincial Vietnam Fatherland Front Committee Le Hong Son said that the Provincial Vietnam Fatherland Front Committee and the "For the Poor" Fund Mobilization Board have strengthened innovation, diversified forms and methods of mobilization, support mechanisms, and improved the effectiveness of the "For the Poor" Fund. This is to attract more and more response from agencies, units, organizations and individuals with the motto of supporting on the spot, helping on the spot, practically and effectively.

According to the latest statistics from the People's Committee of Quang Tri province, the total number of households in need of housing support in the province is 7,369, including: 4,214 newly built households; 3,155 repaired households. Of which, 2,734 households are revolutionary contributors; 1,783 poor households under Project 197; 3,212 households are temporary houses, dilapidated houses of poor households, near-poor households, including: 2,089 newly built households; 1,123 repaired households.

This is not an easy task for a province whose economy and social resources are still facing many difficulties like Quang Tri. However, with the highest political determination, Quang Tri province is making efforts with many solutions to join the whole country in completing the goal of eliminating temporary and dilapidated houses in 2025. Especially the 450-day peak campaign to carry out the emulation movement to join hands to eliminate temporary and dilapidated houses nationwide, under the direction of the Prime Minister.
