At the conference, delegates made recommendations, focusing on the contents related to the price framework, the issuance of Certificates of registration for solar power development and requested clarification and removal of difficulties and obstacles in these areas to be consistent with the 2-level local government model, practical situation, etc. The recommendations and proposals were received and recorded by the Electricity Department ( Ministry of Industry and Trade ), and will advise the Ministry of Industry and Trade to report to the Government for consideration, amendment, development and promulgation of the Decree amending and supplementing Decree 57 to ensure suitability and scientificity. The Electricity Department also requested localities to promptly give their opinions as requested by the Ministry of Industry and Trade in Official Dispatch No. 6045, dated August 14, 2025 on reviewing difficulties and obstacles in implementing the Decree.

The Ministry of Industry and Trade requested the People's Committees of provinces and centrally-run cities to strengthen their state management role; proactively organize inspections and supervision of the implementation of the direct electricity trading mechanism and the development of renewable energy and new energy.
