The consortium undertaking the bid package includes: Hanoi Construction Joint Stock Corporation - Construction Joint Stock Corporation No. 1 - Corporation 319 (Ministry of National Defense) - Truong Son Construction Corporation (Ministry of National Defense) - RICONS Construction Investment Joint Stock Company - Luu Nguyen Construction Company Limited.

The T3 Passenger Terminal Construction Project - Tan Son Nhat International Airport consists of 3 main items: Passenger Terminal, high-rise parking garage combined with non-aviation services and overpass system in front of the terminal. The construction and equipment installation package of T3 Passenger Terminal is the largest package of the project with a winning bid price of over 9,000 billion VND. The construction progress of this package is 600 days from the effective date of the contract.

The T3 passenger terminal has a scale of 1 basement and 4 floors above ground, with a total construction floor area of ^{​​112,500m2} . The terminal has a linear shape similar to the existing terminal, designed into 2 separate departure and arrival levels, with 90 airline check-in counters, 20 automatic baggage drop counters and 42 check-in kiosks, 27 aircraft gates (including 13 telescopic gates and 14 bus gates), 6 departure baggage handling islands and 10 arrival baggage return islands, and 25 passenger security control gates.

After completion, T3 passenger terminal will be a domestic passenger terminal with a capacity of 20 million passengers/year, serving 7,000 passengers/peak hour, and operating all types of Code C and Code E aircraft.

According to plan, Vietnam Airports Corporation (ACV) will start the construction and equipment installation package for Passenger Terminal T3 - Tan Son Nhat International Airport in August 2023.

The T3 passenger terminal construction project was approved by the Government in Decision No. 657/QD-TTg dated May 19, 2020 with a capacity of 20 million passengers/year and synchronous auxiliary works, serving domestic exploitation to reduce the load on T1 passenger terminal. The project has a total investment of about VND 10,990 billion from ACV's capital.

Tan Son Nhat International Airport is currently one of the three largest international air gateways, playing a particularly important role in the national airport network system, belonging to the national key transport project. With the role of an aviation center, a shared airport, Tan Son Nhat International Airport has actively contributed to promoting the socio-economic development of the Southern key economic region in particular, the whole country in general and is directly related to ensuring national defense and security.
