Ecological area in the heart of the city

The Standing Committee of the Provincial Party Committee agreed on the policy for the detailed planning of Hung Vuong Park area. Accordingly, it is requested that the Party Committee of the Provincial People's Committee lead the Provincial People's Committee to direct the reception of comments at the meeting, complete the plan and carry out procedures for submission for approval and implementation in accordance with the provisions of law. Note that the site planning, arrangement of items and functional works of the park must be aesthetic and in harmony with the natural landscape. It is necessary to study the use of some environmentally friendly materials, suitable for local climate conditions and ensure the sustainability of the project. Plan the road surrounding the park to connect service works, associated with adding a boat dock on the flood drainage canal; build a controlled spillway to regulate water on the flood drainage canal, ensuring water sources in and out of the entire park area.

In the long term, continue to study and build a project to improve the landscape of some locations on the left bank of the flood drainage canal, the section opposite the park. Arrange a diverse walking path system, including a route along the embankment, a ground route under the canopy of trees, and an elevated route. Design a waterway system with reasonable channels, which can be moved by small boats in the park. Arrange parking lots in suitable locations, serving residents and tourists well (one location in the area of ​​Nguyen Gia Tu - Ton That Tung street and one location in the area where the Provincial Museum and commercial service land are located).

Combining natural terrain with land reclamation, creating suitable elevation to diversify the landscape; calculating some flooded areas, low tree density to renovate into some lakes with characteristic shapes, increasing aesthetics, creating highlights when viewed from above. Calculating the planning of service works, cultural and artistic performances, suitable resting places. Studying the planning of commercial service land with an area of ​​not more than 2.5 hectares, the architecture of the works is in harmony with the landscape of the park and neighboring areas, reasonable traffic connection (in case the planning area of ​​commercial service land exceeds 7% of the total land area according to Conclusion No. 686-KL/TU, dated December 23, 2022 of the Provincial Party Committee Standing Committee, the Party Committee of the Provincial People's Committee reports to the Provincial Party Committee Standing Committee for comments before approving the detailed planning).

Retain the entire area for the park

In addition, agree on the policy for the Provincial People's Committee to direct the transfer of compensation and site clearance for this project from the Provincial Land Fund Development Center to the Phan Thiet City People's Committee to continue implementation, ensuring the handover of the site on schedule. Carry out propaganda and mobilize people in the project area to coordinate in implementing compensation and land recovery. At the same time, strengthen land management and construction order in the project area, prevent encroachment, illegal construction, and complications that affect the compensation and site clearance process.

It is known that in 2020, the project was approved by the People's Committee of Binh Thuan province with a total investment of more than 297 billion VND, with the entire mangrove forest area of ​​more than 32.3 hectares divided into 2 areas: residential area construction (nearly 10 hectares) and park area (more than 22 hectares). In which, the State will auction land use rights for nearly 10 hectares of residential area construction area to reinvest in the park area.

However, during a survey by canoe along the mangrove forest area, along the Phu Hai River in April 2021, Provincial Party Secretary Duong Van An said: “Currently, the mangrove area has formed a very beautiful green carpet. This area also attracts many storks and birds to live, creating a fresh living space. The implementation of residential planning here will cause Phan Thiet City to lose a rare mangrove forest, the largest remaining in this locality”. Therefore, in May 2021, the project was temporarily suspended under the direction of the Provincial Party Standing Committee and has now agreed to dedicate the entire area to building an ecological park.
