The 9th session of the 15th National Assembly is a session with many important and urgent contents related to amending and supplementing the 2013 Constitution and laws serving the arrangement and streamlining of the apparatus, the arrangement of administrative units, and the organization of local governments; socio-economic issues, state budget and many important issues to thoroughly remove barriers, difficulties and institutional obstacles, create a legal corridor, promote decentralization, decentralization, create new development space; promptly implement the Resolution of the 11th Conference of the 13th Party Central Committee, creating a solid foundation to bring the country into a new era, an era of national development.

National Assembly Chairman Tran Thanh Man delivered the opening speech at the session.

Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man affirmed that this is a session of historic significance, making institutional breakthroughs to enter an era of modernization, digitalization, greening and sustainable development. The National Assembly Chairman asked the delegates to concentrate, continue to promote their intelligence and courage, uphold their sense of responsibility, innovate, discuss deeply, and make wise decisions; together with relevant agencies and organizations, thoroughly implement Resolution No. 66 dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.

Before that, the delegates visited President Ho Chi Minh's Mausoleum and held a preparatory meeting to approve the content and agenda of the session.

According to the approved program, the 9th Session will take place over 37 working days, in the form of a centralized meeting at the National Assembly House. The Session will be held in 2 phases: Phase 1 from May 5 to May 29; Phase 2 from June 11 to June 30, 2025.

Regarding legislative work, the National Assembly will consider and approve resolutions of the National Assembly related to amending and supplementing a number of articles of the 2013 Constitution; consider and approve 34 draft laws, 14 draft resolutions and give opinions on 06 other draft laws in key areas such as: State apparatus organization, national defense - security, justice, finance - budget, education, training, science - technology, innovation, digital transformation...

Due to the large volume of legislative work in the session, including many laws and resolutions submitted to the National Assembly for approval according to the procedure at a session, the National Assembly prioritizes arranging discussions right in the first round for the majority of draft laws submitted to the National Assembly for approval in order to have time to absorb, revise, and submit to the National Assembly for voting in the second round of the session. At the same time, priority is given to arranging time to consider, discuss, and vote on directly related contents at the same time; shortening the time for presenting submissions and verification reports; ensuring effective use of time at plenary sessions of the National Assembly.

Regarding socio-economic and state budget issues, the National Assembly will consider, discuss and decide on many issues of strategic significance for socio-economic development, ensuring national defense, security and international integration. The National Assembly will also consider and pass a Resolution on merging provincial-level administrative units; establishing a National Election Council; deciding to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; deciding on the election date for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term...

Regarding supreme supervision, the National Assembly will consider the Report of the Central Committee of the Vietnam Fatherland Front synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly and the Report of the National Assembly Standing Committee on the results of supervision of the settlement of voters' recommendations sent to the 8th Session of the 15th National Assembly. The National Assembly will spend 1.5 days on question and answer activities, focusing on areas closely related to people's lives and state management. The National Assembly will also consider and approve the Resolution on the National Assembly's Supervision Program in 2026; consider and approve the Resolution on the establishment of the National Assembly's Thematic Supervision Delegation in 2026 (if any)./.
