Today (May 5), the 9th Session of the 15th National Assembly officially opened at the National Assembly House, Hanoi.

This is a meeting with many important contents, implementing the Resolution of the 11th Conference of the 13th Party Central Committee - a historic conference, discussing historic decisions in the new revolutionary period of our country, bringing the country into a new era, the era of national growth.

According to the Program, at 8:00 a.m., the National Assembly will hold a preparatory meeting. At the meeting, National Assembly deputies will listen to the speech of National Assembly Chairman Tran Thanh Man; and listen to National Assembly Standing Committee member Le Quang Tung present a report on the reception, explanation, and revision of the proposed program of the 9th Session of the 15th National Assembly. After that, the National Assembly will discuss and vote to approve the program of the 9th Session of the 15th National Assembly.

At 9:00 a.m. the same day, the National Assembly held the Opening Session of the 9th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House. The Opening Session was broadcast live on Vietnam Television (VTV1) and Voice of Vietnam (VOV1).

The 9th session of the 15th National Assembly will be held in two phases. Phase 1: from May 5 to May 29; Phase 2: from June 11 and is expected to close on June 30, 2025. The total working time of the National Assembly is expected to be 37 days.

At the 9th Session, the National Assembly will consider and decide on amending and supplementing a number of articles of the 2013 Constitution; consider and approve 34 laws, 11 resolutions, and give opinions on 6 other draft laws.

Notably, the National Assembly will consider and approve the National Assembly's Resolution on merging provincial-level administrative units; consider and decide on the establishment of the National Election Council and the election of the Chairman of the National Election Council; approve the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council; consider and decide on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; consider and decide on the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the National Assembly will consider 14 groups of contents on socio-economics, state budget, supervision and other important issues.

At the conference between the Standing Committee of the National Assembly Party Committee and the Head of the Party Group - Head of the Delegation, Deputy Head of the Delegation in charge of the National Assembly Delegation of provinces and centrally run cities on the 9th Session of the 15th National Assembly, held on the afternoon of May 4, National Assembly Chairman Tran Thanh Man stated that the 9th Session has a particularly important meaning in order to promptly institutionalize the policies and conclusions of the Party Central Committee, the Politburo, the Secretariat, especially the contents just approved at the 11th Central Conference.

The focus is on amending and supplementing a number of articles of the Constitution and laws to streamline the organizational apparatus, reorganize administrative units, and organize two-level local governments; thoroughly remove barriers, difficulties, and institutional obstacles to create a legal corridor, create a foundation for development, clear bottlenecks, promote decentralization and delegation of power associated with streamlining the apparatus, and create new development space for localities./.
