King Norodom Sihamoni of the Kingdom of Cambodia issued a Royal Decree appointing Samdech Akka Moha Sena Padei Techo Hun Sen as Chairman of the Supreme Advisory Council of the King, after the first session of the 7th National Assembly of Cambodia took place on the morning of August 22. The National Assembly voted for the new cabinet of the Royal Government of Cambodia with Dr. Hun Manet as Prime Minister. The cabinet of the new Royal Government of Cambodia includes: 10 Deputy Prime Ministers, 40 Senior Ministers and Ministers.

Samdech Techo Hun Sen first took office as Prime Minister on January 14, 1985. He is the youngest Prime Minister of a country at the age of 33, and is also the longest-serving Prime Minister in the world. As of the date Samdech Techo Hun Sen officially stepped down as Prime Minister on August 22, 2023, he had been Prime Minister of Cambodia for more than 38 years.

Under the leadership of Samdech Techo Hun Sen, Cambodia has achieved many important socio-economic achievements. According to World Bank (WB) data, over the past two decades, Cambodia's annual GDP growth has maintained an average of 7%. From a low-income country, Cambodia became a lower-middle-income country in 2015, according to WB's ranking. Cambodia aims to become an upper-middle-income country by 2030 and a high-income country by 2050. In addition, Cambodia's poverty rate has decreased significantly, from 33.8% in 2009 to 17.8% in the period 2019-2020.

Another important achievement is that Samdech Techo Hun Sen has led Cambodia to victory over the COVID-19 pandemic, ensuring people's health and national development thanks to the right policies, including providing free vaccines to the people.

On the same morning, King Norodom Sihamoni of the Kingdom of Cambodia also issued a Royal Decree appointing Samdech Akka Moha Ponhea Chakrei Heng Samrin as Honorary Chairman of the Supreme Advisory Council of the King; Samdech Krolahom Sar Kheng, Samdech Pichey Sena Tea Banh and Samdech Kittisangahapundit Men Sam An as Supreme Advisors to the King.

Before their new appointments, Samdech Akka Moha Ponhea Chakrei Heng Samrin held the position of President of the National Assembly of Cambodia; Samdech Krolahom Sar Kheng held the position of Deputy Prime Minister and Minister of Interior of Cambodia; Samdech Pichey Sena Tea Banh held the position of Deputy Prime Minister and Minister of National Defense of Cambodia and Samdech Kittisangahapundit Men Sam An held the position of Deputy Prime Minister and Minister of Relations with the National Assembly - Senate and Inspection of Cambodia.
