Determined not to have budget deficit

In 2024, Quang Ninh faced many difficulties in collecting the state budget, especially the economy was greatly affected after storm No. 3. With a high determination in drastically implementing solutions, up to now, many taxes have achieved and exceeded the set plan.

The target for 2024 is that the province will collect no less than VND55,600 billion in state budget revenue (VND13,000 billion in import-export revenue, VND42,600 billion in domestic revenue). Since the beginning of this year, the Provincial People's Committee has issued many documents directing and urging departments, branches, and localities to focus on measures to manage the state budget and prevent revenue loss. In particular, the Provincial Tax Department and the People's Committees of localities are assigned to review all collection addresses and revenue items in all fields; effectively implement management measures to prevent budget loss, especially in the fields of mineral resources, land filling, land, revenue from non-state economic sectors, trade, services, restaurant and hotel business, house rental, management of transportation business activities, private housing construction and real estate business, and itinerant tax.

Implementing the direction of the Provincial People's Committee, the Provincial Customs Department and the Provincial Tax Department actively support and remove difficulties for enterprises, especially for the coal industry, FDI enterprises, import-export activities; closely monitor the progress of budget collection, evaluate and analyze each locality, each collection area, each tax; specifically identify potential revenue sources, areas and types of taxes that are still lacking in revenue to promptly propose effective management solutions.

As of November 15, the total state budget revenue in the province reached 44,931 billion VND, equal to 84.4% of the central budget estimate (53,212 billion VND), equal to 80.8% of the provincial budget estimate (55,600 billion VND). Of which, revenue from import-export activities reached 15,784 billion VND, equal to 121% of the provincial budget estimate; domestic revenue reached 28,982 billion VND, equal to 68% of the provincial budget estimate; debt collection, mobilized contributions, recorded revenue and expenditure reached 165 billion VND.

In addition to import-export revenue being higher than expected, domestic revenue had 12/16 revenue items exceeding the estimate assigned at the beginning of the year, including: Revenue from locally managed state-owned enterprises (118%); revenue from foreign-invested enterprises (116%); personal income tax (127%); registration fee (121%); various fees and charges (121%); revenue from granting mineral exploitation rights (131%); revenue from lottery activities (116%); revenue from dividends and after-tax profits (754%); other budget revenue (148%); non-agricultural land use tax (106%); revenue from the non-state sector (105%); environmental protection tax (102%).

It is expected that by the end of the year, 10/13 localities will exceed and reach their tax and fee estimates. In addition to the tax and fee collection reaching the set target, it is expected that by the end of the year, the total land use fee revenue of the province will be short of about VND 5,689 billion, of which the provincial budget will be short of VND 4,172 billion and the district budget will be short of VND 1,517 billion. This is a big challenge for the province, as this source of revenue mainly serves development investment.

Accordingly, the Provincial People's Committee consistently directs and uses specific solutions to compensate for the shortfall in revenue, determined to complete the annual revenue target. In particular, the Provincial People's Committee directs the Department of Natural Resources and Environment to preside over and advise the Provincial People's Committee to approve the dossiers and calculate the collection of fees for granting mineral exploitation rights of land mines, stone mines, etc. in accordance with regulations, to be completed in November 2024, thereby requiring investors and project owners to pay the State budget in 2024.

The Provincial People's Committee directs the People's Committees of districts, towns, cities, the Economic Zone Management Board and the Provincial Tax Department to preside over the review of construction, installation, itinerant sales, and real estate transfer business activities in the province, and request tax payment according to regulations. The Provincial Tax Department determines the land rent for the next 5-year cycle of projects to notify taxpayers to promptly pay land rent according to regulations; focus on solutions to collect land rent from projects, organizations and individuals whose land lease term has expired and the contract has not been renewed, and cases of land use that have not paid land rent; preside over, urge, and completely recover tax debts and land revenues of projects that have lasted for many years.

Along with that, the Provincial Customs Department proactively works with import-export enterprises, promotes import-export activities and timely declaration and payment of taxes in the last month of 2024, striving to increase import-export revenue to the highest level to offset the shortfall in revenue from land use fees.

The results of the state budget collection in 2024 are the basis for the 23rd Session of the Provincial People's Council to consider and study the plan for assigning state budget collection projects, local budget expenditures and the mechanism and measures for budget management in 2025; the 3-year state budget - finance plan (2025-2027). It is known that in 2025, the province was assigned by the Central Government a state budget collection of VND 55,366 billion, an increase of VND 2,154 billion compared to 2024; the 3-year budget collection (2025-2027) reached VND 195,390 billion.
