
Support investors and businesses
Many projects and lands have been directly resolved by the city or proposed and recommended to central ministries and branches to remove all or most of the difficulties and obstacles in order to support investors and businesses in mobilizing resources, implementing construction, putting land into use...
For example, the city has supported Trung Thuy Joint Stock Company to remove many obstacles to implement the Nam O Eco- tourism Area project, with the construction volume of the project's infrastructure items reaching more than 55% so far, with total disbursement of construction capital of more than 500 billion VND.
The Tuyen Son Housing and Service Area Project (Hoa Cuong Ward) also had its problems resolved by the city, creating conditions for the investor, Landcom Investment Joint Stock Company, to start the low-rise housing construction investment component project with a total investment of VND 980 billion in March 2024. Up to now, many townhouses and villas in this component project are being completed.

General Director of Landcom Investment Joint Stock Company Nguyen Xuan Duc expressed: “We would like to thank the City Party Committee, People's Council, People's Committee of Da Nang City and departments, branches and sectors for their attention, removing obstacles and supporting the company to complete procedures for construction implementation. This is an important basis for the company to complete the synchronous investment of the Tuyen Son Housing and Service Area project in accordance with the investment schedule approved by the City People's Committee”.
Mandarin Oriental Danang Beach Villa Project (Ngu Hanh Son Ward), Capital Square 2 Urban Area (An Hai Ward), Low-rise Housing Area and Olalani Riverside Towers Apartment Tower (Son Tra Ward)... and many other projects have also had their obstacles removed by the city and central ministries and branches, and are being vigorously implemented by investors, bringing positive aspects to the city's socio -economic picture.
Recently, the Department of Agriculture and Environment issued Official Letter No. 03/SNNMT-KTĐ announcing the policy of the City People's Committee to remove obstacles regarding land prices at the Dragon City Park Green Urban Area project invested by Saigon - Da Nang Investment Joint Stock Company; at the same time, assigned the City Land Registration Office to guide the company in completing procedures for registering for a certificate of land use rights.
Mr. Nguyen Tuong Huy, representative of Saigon - Da Nang Investment Joint Stock Company, said that this policy of the city has removed difficulties and obstacles for 994 land lots in the project to proceed to granting land use right certificates...
More than 700 projects and lands have been cleared.
After the Central Government issued policies to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions, the City Party Committee and People's Committee of Da Nang City issued documents and plans for implementation.

The City People's Committee established a specialized working group, proactively coordinated with inter-sectoral agencies, closely following each group of contents to implement such as: collecting financial obligations; re-determining land prices; handling backlogs regarding land use duration; removing complicated legal problems for projects and land in Son Tra peninsula...
In particular, when Resolution No. 170/2024/QH15 of the National Assembly and Decree No. 76/2025/ND-CP of the Government detailing Resolution No. 170/2024/QH15 took effect from April 1, 2025, the city accelerated the implementation of removing difficulties and obstacles for projects and land to release resources to serve the city's socio-economic development.
According to the Department of Agriculture and Environment, the implementation of Conclusion No. 77-KL/TW of the Politburo in Da Nang city is gradually creating breakthrough changes, demonstrating high political determination and a systematic and synchronous approach of the government.
The re-determination of land prices, areas, land use durations, etc. has been carried out in accordance with legal procedures and regulations and has ensured the principles of publicity and transparency, creating favorable conditions for investors to fulfill their financial obligations and contributing to promoting the progress of project implementation and effectively exploiting land funds in the area.
The city has resolutely dealt with long-standing legal “bottlenecks” and is gradually removing long-standing legal obstacles, contributing to strengthening social trust, especially from the business community and the people. The city has been proactive, promoting the spirit of innovation and creativity in handling specific situations, consistent with the principle that “people and businesses are allowed to do what is not prohibited by law”.
The city's efforts not only demonstrate a serious and determined spirit in handling backlogs, but also create a foundation for Da Nang to gradually unlock resources and promote double-digit economic growth in the long term.
In particular, many large projects have had difficulties and obstacles removed to unlock investment resources of about 150,000 billion VND, contributing to promoting the city's socio-economic development.

Some projects are under construction or about to start construction, such as: Lang Van tourism and resort complex (43,922 billion VND), projects of FPT Group (more than 5,000 billion VND), some high-end resort projects along the coast, riverside and Son Tra peninsula (more than 60,000 billion VND), Viettel Group's Information Technology Park (more than 2,000 billion VND), Asia Park Complex (more than 43,000 billion VND)...
Director of the Real Estate Research and Training Institute (TRI) Nguyen Duc Lap said that while many places still have legal problems with projects and land, leading to limited real estate supply, Da Nang has a very abundant supply. Many large real estate businesses and investors are flocking to Da Nang and a lot of good information for the real estate market is also concentrated in Da Nang.
On July 10, at the online conference of the Central Internal Affairs Commission on reviewing the work of the first 6 months of 2025 and deploying tasks for the last 6 months of the year, Head of the Internal Affairs Commission of the Da Nang City Party Committee Vo Cong Chanh said that Da Nang has focused on deploying and seriously and effectively implementing Conclusion No. 77-KL/TW of the Politburo to remove difficulties and obstacles for 1,342 projects and land.
Up to now, the city has resolved difficulties and unlocked resources of thousands of billions of VND from 707 projects and land, serving investment attraction and socio-economic development of the city, aiming for double-digit GRDP growth target...
At the conference to review the implementation of Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly in Da Nang city, Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated the proactive and active participation of Da Nang city in implementing the Central's instructions and policies on removing difficulties and obstacles related to projects and land in the conclusions of inspections, examinations and judgments. The initial results and successes that Da Nang has achieved in this work are valuable lessons to replicate the implementation of Conclusion No. 77-KL/TW of the Politburo in other localities across the country.
